AP Findlay presented an overview of two concurrent but closely related long-range
housing planning efforts: the Housing Capacity Analysis (HCA) and the Housing
Implementation Plan and Development Code Audit. The presentation was intended to
provide the Council with a more detailed understanding of each project as both move
into full swing.
AP Findlay explained that Oregon cities are required by state law to maintain a 20-year
supply of residential buildable land within their Urban Growth Boundary (UGB). The City

Adoption of FY 2026-2027 budget with $1.9M loan for projects
The Veneta Urban Renewal Agency will hold a public hearing and then vote to adopt the operating budget for fiscal year 2026-2027. The budget includes $1,908,781 in loan proceeds to fund the Bolton Hill Sports Complex, Attic Property improvements, and downtown block development planning. city planned to clear-cut all trees east of City Park to Jameson Street in order to expand

projects including pickleball courts, dog park, and the Bolton Hill Sports Complex which

Discussion ensued about the use of the pickleball courts and the number of players in

Mayor McCoy shared that the Chamber will be hosting a middle-school pickleball class
so younger people could learn the rules and start to play in Veneta.
CDD Urban explained that a new master park planning grant will be pursued once
current grants are completed.
Member Cox asked for information about the budget data that was shared in the Park
Board packet.
CDD Urban estimated that approximately $3,000 remains in the current year's budget
after planned expenditures.
