Lobbyist Alexis Susdorf with State48 provided an introduction for Senator
Finchem and a brief legislative priority update. She advised the Council that they
are currently revisiting HB4130 which the city pursued last year and would allow
midyear budget adjustments for grants to promote great budget transparency by
reconnecting with Representative Walt Blackman who championed this bill last
year to see if he would be interested in sponsoring again. Additionally, they have
made progress on the criminal liability protections for first responders and
healthcare professionals and are working with Senator Kevin Payne on
legislation to address the issue. Ms. Susdorf added that she is also focusing on
city priorities like tax increment finance (TIFF), license plate reader technology
(ALPR) and construction manager at risk (CMAR) authority for Airport projects.

in October, the Prescott Police Department is participating in its ninth annual Pink
Patch Month with a special design celebrating America's 250th Anniversary. One
hundred percent of proceeds benefit the Dignity Health Yavapai Regional Medical
Center Breast Care Center.
She also announced a number of upcoming events throughout the month of October
including: the October 14 Willow Lake Management Plan Community Meeting, the
October 21 Long-Term Water Management Plan Meeting, October 21 Talk of the Town
on KQNA with the Mayor and Mayor Pro Tem and the October 24 Prescott AirFest.

Prescott City Council and to the general public that the Prescott City Council will
hold a Meeting at 9:00 AM on Tuesday, September 22, 2026, in the Executive
Conference Room for the purpose of deciding whether to go into executive
session. If authorized by a majority vote of the Prescott City Council, the
executive session will be held immediately after the vote and will not be open to

Planning Manager Amanda Hardt provided an update regarding the YPian
Regional Trails Plan and community outreach efforts. She reported that the
project website had received approximately 630 visitors and that the Regional
Trails Survey received more than 180 responses and approximately 194
comments. While participation was below the project goal of approximately
500 responses, the survey provided feedback regarding barriers to access
including parking, user conflicts, and trail maintenance.
Ms. Hardt discussed plans to continue public outreach through community
workshops scheduled for October 22 and November 7.
