The meeting was called to order by Ms. Penrod at 4:30 p.m.
There were no public comments.

Approval of Minutes: Ms. Dunmire-Swinson moved, Ms. Kulp seconded the approval of the minutes
from June 22, 2026. Motion carried.
Financial Report: As of 6/30/2026, the Beginning Balance was $201,007.46. With 1 deposit of
$1,106.00 and 4 debits of $13,478.00, the Ending Balance was $188,634.66. Ms. Dunmire-Swinson
moved, Ms. Derr seconded approval of the finance report. Motion carried.
Bills and Communications: There were two invoices from Fitzpatrick, Lentz and Bubba for professional
services through 5/31/2026 for $1,200.00 and annual review of policies and procedures for $355.50.
There were two invoices from Pottstown Area Economic Development for tax reimbursement for
$331.80 and the monthly administration fee for $1,00.00. There were no communications. Ms. Kulp
moved, and Ms. Dunmire-Swinson seconded approval for payment to Fitzpatrick, Lentz and Bubba.

Meeting called to order by Mr. Derr at 7:05 p.m.
Approval of Minutes: A motion to accept June 17, 2026, minutes was made by Mr. Hylton, seconded by Mr.
Hydier. Motion passed unanimously.

79 N. Hanover/148 Chestnut:
The applicant’s solicitor and engineer described the history of the project and the final plans. Comments in
the review letter were discussed and the engineer indicated there would be no issues addressing the
comments.
A discussion ensued regarding trash, landscaping, the parking area and parking spaces. The applicant
indicated that the units would be sold individually and have an HOA. Also, Chestnut Street would be milled
and overlayed. The applicant indicated that if he needs to landscape the parking area for the additional 2
parking spaces, he will remove them.
The brick wall along N. Hanover Street was discussed as it would serve as a screening to shield the cars.
A motion was made to accept the plan. Motion was made by Mr. Hydier and seconded by Mr. Hylton.

Montgomery County District Attorney Kevin Steele gave a presentation on public safety
resources the County aids to the Borough of Pottstown and shared statistics on the

a. Infrastructure – Councilor Kago was not present, President Lindsay noted the report
was included in the Council’s meeting packet.
b. Transportation – There is no report.
c. Ordinance Review Committee – Vice President Procsal reported there was no
meeting but believes there may be a meeting in July.
d. Economic Development and Business Liaison – PAED Executive Director Peggy Lee-
Clark spoke about the visit from the Union Pacific Big Boy Locomotive visit. A lot of
spectators turned out even with the immense heat. All 4 food trucks that were at the
event were Pottstown-based food trucks. PAED’s Fete En Blanc is selling tickets.
Mentioned that 36% are first-time attendees. Ms. Lee-Clark also discussed
unemployment numbers, Pottstown is tracking under the State (4.2%) and Federal
(4.3%) numbers.

Approval of Minutes: A motion to accept April 15, 2026, minutes was made by Mr. Hydier, seconded by Mr.
Hylton. Motion passed unanimously.

Coolidge Commons:
Jan Miller (McCarthy Engineers) and Richard Almquist (legal counsel) presented a brief overview of the plan
and the revisions since the last meeting. Richard Almquist indicated that there was some progress with the
water and sewer. He also indicated that the developer would provide sidewalk along the development side
to N. State Street.
A discussion ensued regarding access to Wilson Str eet and safety issues. The new developments that are
proposed should be included in a revised traffic study. Also, a discussion of street trees and a fee in lieu of
planting the required number of trees.
Jan Miller indicated that the clean traffic engineering letters would be issued shortly and a resubmission
would most likely be made next week

AUTHORITY MANAGER’S REPORT
Authority Manager Justin Kellerr reported that the final CCR Water Quality Report has been
completed and is available on the Authority website as well as with utility bills. Borough Council
approved the final land development plan for the 504–512 Adaptive Reuse Project, and the Authority
will provide water and sewer service to the development. At the most recent Pottsgroves meeting, the
Lower Pottsgrove Township Manager announced that the DEP consent decree has been lifted, making
an additional 4,200 EDUs available. The Administrator also advised that union negotiations will begin
soon, with the Authority currently awaiting the initial proposal. Additionally, a meeting is being

II. PUBLIC COMMENT P O L IC Y
Each individual is allotted a maximum of five minutes for public comments, and
eligibility to make such comments is restricted to residents and taxpayers of the
Borough of Pottstown. In order to verify eligibility requirements, the Borough
reserves the right to request additional information regarding resident/taxpayer
status at any time both before and after comments are made. If it is determined
that an individual does not satisfy eligibility requirements, that individual will be
precluded from providing public comments at future meetings.
Those participating virtually wishing to speak during public comment, whether
participating by electronic device or telephone, must submit their name and full
residential or business address through GoToMeeting chat or email at
administration@pottstown.org . Requests to speak virtually will be accepted until
7:05pm, at which time chat will be closed, and no further requests for comment
will be honored.
