INVOCATION President Lindsay requested a moment of silence PLEDGE OF ALLEGIANCE ATTENDANCE Councilors present were Ryan Procsal (online), Lisa Vanni, Trenita Lindsay, Joshua Kagi (online), Andrew Monastra, Jospeh Kirkland, and Mayor Stephanie Henrick, Solicitor Matthew Hovey, Borough Manager Justin Keller, Assistant Borough Manager Zachary Nelson, and Borough Secretary Alexa Bonfanti Absent was Raymond Rose SUBCOMMITTEE REPORTS a. Finance and Administration – President Lindsay reported that there was meeting and the report was in the meeting packet. b. Efficient Methods – Councilor Kagi reported that a report was sent out that morning c. Safety Committee – Mayor Henrick reported there was a meeting earlier that night. She presented a safety analysis that was conducted by a resident that takes a more in-depth look at the last 10 years in Pottstown. The presentation shows a decrease in Part 1 and Part 2 calls but also shows an increase in calls. COMMITTEE REPORTS a. Regional Planning – Vice President Procsal reported that there was a meeting and there was a presentation from the Pottstown Housing Coalition. b. Ordinance Review Committee – Vice President Procsal reported there was no meeting but believes there may be a meeting in July. d. Economic Development and Business Liaison – PAED Executive Director Peggy Lee- Clark spoke about the visit from the Union Pacific Big Boy Locomotive visit. A lot of spectators turned out even with the immense heat. All 4 food trucks that were at the event were Pottstown-based food trucks. PAED’s Fete En Blanc is selling tickets. Motion passed unanimously. Public Comment: None Coolidge Commons: Jan Miller (McCarthy Engineers) and Richard Almquist (legal counsel) presented a brief overview of the plan and the revisions since the last meeting. Richard Almquist indicated that there was some progress with the water and sewer. He also indicated that the developer would provide sidewalk along the development side to N. State Street. A discussion ensued regarding access to Wilson Str eet and safety issues. The new developments that are proposed should be included in a revised traffic study. Also, a discussion of street trees and a fee in lieu of planting the required number of trees. Jan Miller indicated that the clean traffic engineering letters would be issued shortly and a resubmission would most likely be made next week No action was taken by the Planning Commission on this application. Also present was Solicitor Vincent Pompo, Engineer Cory Salmon and Michael Vital with HRG, Public Works Director Douglas Yerger, Assistant Public Works Director Dave Haygood, Utilities Director Brent Wagner, Bookkeeper Gerry Keszczyk, Borough Secretary Alexa Barry and Authority Manager Justin Keller. Absent was Mark Gibson. PUBLIC COMMENT There was no one present for public comment this evening. APPROVAL OF MINUTES Chairman Chomnuk requested a motion to approve the March 17 th, 2026, Authority Meeting Minutes. Mike Benner made a motion, David Renn seconded. Motion carried: 4 ayes. AUTHORITY MANAGER’S REPORT Authority Manager Justin Kellerr reported that the final CCR Water Quality Report has been completed and is available on the Authority website as well as with utility bills. Borough Council approved the final land development plan for the 504–512 Adaptive Reuse Project, and the Authority will provide water and sewer service to the development. At the most recent Pottsgroves meeting, the Lower Pottsgrove Township Manager announced that the DEP consent decree has been lifted, making an additional 4,200 EDUs available. The Administrator also advised that union negotiations will begin soon, with the Authority currently awaiting the initial proposal.
