Wow. I was trying to go back to the emergency room that came out of it. I was in the middle of the equipment. It was like, oh boy, you know, trying to hit the ground down. I didn't think there was a lot of money in the last. And I just wanted to use a lot of work. It's, it's, you know, if you're like, you know, 80 miles. But, yeah, it's what you're doing. It needs a little love. All right, so we're going to call today's special called work session. First, I've managed over at mayor. Let's record reflect all council members of the president except for Councilman James Mayberry who's no longer with us. We'll now move into public comment. We do have one person that wishes to speak at this time. Mr. Rangel Kidwell, if you'll come up here so you can be heard. Okay. If you know the rules, three minutes. Try to wrap up when you can. I'm going to speak briefly about regionalization. I've just read the new partnership that's been formed. I do not believe in regionalization. We have studied this mountain to death. Every study we've done, whether it's speaking regional ization, it's just about Cumberland County. That's as big as we've gotten. And I think that's where we need to be. Cumberland County is about 625 square miles territory. Every county is in the same predicament. I've looked. There's 10 core counties on the upper Cumberland Plateau. I'm not going to name them, but you can count a few of them out because somebody's already looked at those in 2011. I urge you to forget region …

We do have Quora, Art Gert, Carl Harrison. We have enough, right? Don't we have enough? No, but we have enough, though, right? For a second, I was like, do I count as the fourth or not? And then Gordon Ashley. So, anyone wish to address the Planning Commission at this time in public comment? Seeing that, we'll move into our first agenda item, approval of minutes. Can I entertain a motion to approve the minutes as submitted? Motion. Second. Motion, second. All those in favor say aye. Aye. Any opposed? Motion carries. Agenda item number two, the feed store greenhouse site plan . I apologize for what that's scanned in, but feed store is proposing a 5,760 square foot greenhouse to the east of their store. Proposes greenhouse as well outside of any setbacks and will not require any new utilities or driveway connections. Staff recommends approval of the site plan. Can I have a motion to approve the site plan? All moved. Second. Motion, second. Any questions to the planner? Seeing none. All those in favor say aye. Aye. Any opposed? Motion is approved. Agenda item number three, Chuckles enclosed play area addition, site plan. Move. Chuckles had previously constructed a pavilion over a concrete pad located in the north of what was previously their go-kart track. They are currently planning to enclose the pavilion and add a 12 foot by 40 foot addition to it. The proposed use will be an indoor playground area. There will be no request for any new utilities connections or driveways. Staf …

Thank you. Present arms. To the flag of the United States of America and to the republic for which it stands, one nation under God, indivis ible, with liberty and justice for all. Order arms. Face. Your resistance. Before we get into proclamations, I'd like to take a moment to read something, if that's okay, from Council. I want to talk about our recent 125th birthday bash that we just had. Before I do so, I wanted to say a couple things. I thought it was interesting to mention in the record. Crossville was founded as a small crossroads settlement around 1800. Officially named Crossville in the 1830s and also established later on as the county seat in 1856. Around 1800, a settler by the name of Samuel Lambeth opened a general store at the intersection of a road that went east and west called Plateau Road and a road that went north and south called Kentucky Stock Road, which is somewhere around where modern Main Street and Stanley Street meet. Later on, James Scott purchased the general store from Samuel Lambeth and named it Scott's Tavern. By 1830s, things such as a local post office was formed, and eventually the community was adopted and named Cross ville. Later on in 1855, the Tennessee General Assembly created C umberland County in November of 1855 from a state act. At that time, a centralized form of government, courts, and elections were needed. By 1856, James Scott, the same individual who bought the original store from Mr. Lambeth, deeded over 40 acres that now forms …

Being fast. We're good, we're on. We're on. All right, we'll go ahead and call today's special meeting to order. I'd like to reflect all council members are present except for James Mayberry. At this time, I'd like to address council and public comment. Seeing that, we'll move into the first and only business, other business 1A, discussion and action regarding approvals relating to the commercial development district. Council will allow me, we'll go through, there are six different motions that we need to consider and hopefully pass. The first five are attached to the legislative body in the text. Also, the city manager also sent an email out last week. I think once the IDB has now signed their part, it's now our job, and it sounds like the developer is signing hers as well, and hopefully we'll have that by tomorrow. Just to give you all an update. So that being said, can I entertain a motion to accept the intergovernmental agreement as submitted in text to us? I so move. I have a motion. Do I have a second? Second. All those in favor say aye. Aye. Any opposed? Motion carries. Next, approval of the collateral assignment of intergovern mental funding agreement, plus the consent. Again, those were attached in the legislative text. Can I entertain a motion to approve those as well? So move. I have a motion. Do I have a second? Second. All those in favor say aye. Aye. Any opposed? Passes. Next is Loan 2 development agreement. This has been updated, and again, it's attached to the …

We used to better do it for family, because none of us have any. That's all. Absolutely not. I disappeared when my kids did. Oh, I didn't either. You write my name. Yes. I have the agenda. If there's some of them at the table, we want to talk. Okay, I'm sorry. I couldn't tell from here. Is that a blueberry? Is there a one? Hold on, yeah. Can I have one too? He's in my territory now. Oh, hello. Oh, that's blueberry. I just don't have a line. No, they're not blueberries. He was texting me and emailing me. They're poison beers. Oh, okay. Okay. I just came that day. He responded not. Should you have your phone? You got your thing written up? Not yet. I'm calling it to work. We got roll call. Blue. Yes. Cheryl. Here. Tracy. Mark. Brock. Here. Rob. Here. Ethan. Possibly. Do we have any public comment? Apparently not. All right. We're going to move to the agenda items. Approval of minutes. Any questions? Motion or approved? Second. All in favor? Is that both? Yes. Those minutes? Both minutes. Oh, yes. Okay. Oh, yes. For both 9-1 and 9-8. That work for you? Okay. All right. Approval and review of invoices. Any questions? I did not send you guys the water bill, but you have a water bill as well in an amount of $84. Oh, wow. And that's for two months because the way. That would better table it the …

. All right, we're going to call tonight's work session. It's 5 o'clock by my watch. Let the regular flight to all council members are present, except for James Mayberry, who's no longer with us. We'll now move into public comment. We do have a few people that wish to address council at this time. Just so you know, if you do wish to address council, and you have not done so, there is a short little form to fill out. And if you want to do that, let us know. Raise your hand. I'll make sure that the city clerk gets it to you. Does anyone else wish to speak besides these two? Go once, go twice. Okay. We will ask that you keep your comments to three minutes and try your best to wrap up. At that time, we'll have Randall Kidwell come up and speak, and we'll come over here so that we can catch you on the recording. I'm here to address agenda item number one. I want to read you Article 19, Section 3 from the Cross ville City Charter. Full power is vested in the city council to prescribe different and higher rates for any water it may be willing to sell to supply to consumers outside the corporate limits and to regulate the size and number of connections to water mains in such outside territory. This agenda item should be placed in the circular file. It's junk. It's garbage. It's absolutely and totally uncalled for. I'm an outside customer. I pay $22 and some change for 2,000 gallons of water, and I'm thrilled. And that's including tax and insurance. There's nothing unreasonable about …

We're waiting on Art. Art's in Bourbon to be on, enjoying music and whatever else. He's up here. He's up where? They've got facts. He's on the wall. All right, we'll go ahead and call today's special call meeting to order. Let the record reflect, we have quorum, but we are missing Councilman Art Gernt. And again, Jane Mayberry is no longer with us, but we do have quorum. We'll move into public comment. Is there anyone who wishes to address council and public comment at this time? Seeing none, we'll move into other business. 1A, discussion and action regarding approvals relating to the Commercial Development District. And we need to, first of all, if you'll have a chance to review the documents. That being said, can I entertain a motion to approve the documents subject to any changes made by both legal counsels involved? Thank you so much. I have a motion. Do I have a second? Second. Any questions or discussion? Just be mindful, we have to be careful what we can and cannot say due to NDAs, right? Any else you want to share? Are we good? Okay. All those in favor, say aye. Aye. Any opposed? Motion carries. Also, we need to have a conversation about... Approval to transfer funds. Transfer funds from the City General Fund to the IDB Fund. Yes. For the closing cost related to the commercial... Commercial Development District. Which will be reimbursed back once that, okay. So, my thought process is, because we don't want to give a certain amount and be off by a penny, we have to hav …

Let the record reflect, all planning commission members, I'm like you, man, whoever is our president except for Art Gert, will we now move into public comment? Is there anyone that wishes to address the planning commission at this time in public comment? I almost wanted to stand up and say I pledge allegiance, but I'll let it go. Okay. All right. We'll move into our one and only agenda item, Motorola Solutions Towers, State 911 Services. The state of Tennessee is proposing construction of a 180-foot, 190-foot with the attachments communications tower to be located on Tennessee Wildlife Resource Agency's property along Industrial Boulevard. The Coastal Department has reviewed the plans, and they do need the existing building to open the parks. Per this write-up, and since then, it's a little different from the write-up, the tower company has provided all the documentation to the city needed, including the site plan, which is shown on the screen for your review and approval. As well as the fall zone and break point areas that are required, and the intended stated use per hour. And this is just for the, we've noted in the minutes, no special action is required by the planning commission. Under our telecommunications ordinance, it does require that any new tower provide area for what's called co-location. In other words, other cell phone companies, instead of erecting another tower, they can put antennas on a new tower to cut down on our number of antennas. This is not a typical …

Can we take mine back out? Put mine back up? Sure. That's hilarious. All right. Well, I've got, I have noon. So we'll go ahead and get started. With the record to reflect, all board members, planning commissioners are here except for our current. At this time, we'll move into public comment. Is there anyone that wishes to address the planning commission at this time in public comment? Seeing none, we'll move into our first agenda item. Agenda item one, approval of minutes from the board. Last month's meeting. Vote in the special called and regular. So moved. Second. All those in favor say aye. Aye. Any opposed? Aye. Motion carries. Listening to Bob perform and then off we were sitting on these stones and Copperhead just came right into the middle of us. Oh, jeez. First time we've seen a Copperhead. You wanted to join a party. You wanted to join a party, can you blame me? Our neighbor had a big water snake, like a five or six quarter swim through his family and they were out swimming at the house near me. They're not venomous. But this Copperhead was half feet long. They're not supposed to get that big. No, no, no, no, no, no. We feed them a lot. There's a lot of chipmunks around this year. All right, we're going to go ahead and call this to order. Order, order. We do not have Cheryl or Brock and I know Rob is on his way . Do we have any public comment? My name is Nathan Brown. I'm from Kermit County School System. I'm just happy to be here and excited to see what you guys are all about. Oh, well thank you for coming. Welcome, welcome. Okay, so I can't talk right now. Okay, shall we go ahead and get to it? Yeah. Again, apologies for last time not having the full information and background around the original conversation around the generator and what that money was allotted for versus the one that I brought last week. I've got all the information now. The 2025 that came up in question, the $82,000. That is not anything that came out of contingency. That was something that was in the project bid originally as an alternate and it was something that then at that meeting y'all got. The separate amount of mon …

Are you good? What are we doing? You got a good one. All right. The clock says 5 o'clock. We'll go ahead and get started. I know we have a lot of people in here. We have two things going on today. We have a short, hopefully special, call meeting, and then we'll go into our work session. And so we actually will be voting in the first meeting, and then in the second meeting, the work session, there's no voting that's going on. It's just because there's a lot of new faces. I want to make sure everyone's aware of that. Also, we have two public comments. I think from what I can see here, if you're okay with it, you have a right to, but if it's okay with it, the second public comment is where I think most of you would like to talk. But feel free if you want to do the first one. I'm just trying to help you all out in regards to the mechanics of everything. So that being called, we'll go into our work session. I'm going to call today's special meeting to order. Let the record reflect all council members are present, except for Councilman James Mayberry, who's no longer with us. We'll go into public comment. Is there anyone that wishes to address council at this public comment? We will have another one. It's up to you. You can wait. I'll do it. What's the difference? It's just you can go now, or you can go in the work session, and then we can actually have more of an open comment. We can have a conversation with you. Oh, I can go now. I can go now. Okay. Come on up. Roger Romero. All …

Because we do have quite a few. We just ask that when that timer goes off, continue speaking. But just if you can help wrap up your thoughts and not to speak for all the council, but we're here for you all. So after the meeting, if you want to continue the conversation, I think most council members are more than happy to have that conversation with you. So that being said, I'll have Anthony Capito come up. Can you give us the first one? So she knows that's special. That was a special call. All right. Good evening, Mayor and members of the council. My name is AJ, and I serve as the vice chair of our Young Republicans here in Cumberland County. Tonight I'm here to discuss Crossville's use of the plot cameras and how it relates to public trust and our rights. First off, I support our police and giving them the necessary tools that we need to solve crimes. But when government deploys technology that's obviously new and collects information and data logs about every citizen that travels through our town, I believe government also assumes a greater obligation to be transparent about these and why this surveillance is necessary. So tonight I'm asking you guys to show us, rather than just tell us to take a company's work. Yesterday, if you haven't heard, Knox County Commission unanimously voted plot cameras to be removed by its sheriff's department within 30 days. Now I'm not simply suggesting that Crossville simply follows suit. You know, I'm saying that we as members of this commun …

All right, so now we are going to go ahead and call the special call meeting to order. Let the record reflect, all planning commissioners are here except for Landon Hedrick. Is there anyone that wishes to address the planning commission in public comment at this time? Seeing none, we'll go right into our first and only agenda item. Agenda item number one, Threat Bryson Division Final Plat. Property owner of tax map 126, parcel 53 is proposed in the two-lot sub-division. Proposed lot two does not have road access. The property owner is proposing egress-egress utilities and there will be road access. There is an existing driveway and service line to the house located in proposed lot two. They wish to own, for the ownership of the driveway to remain with proposed lot one. Staff recommends the approval of a variance in plat. Basis for that is, as stated two times in the previous meeting, I think presidents have been set in allowing these and we are proposing a change in the sub-division of regulations to address those. I'll call down and have a chapel vote. In two miles? Two miles down. So I've got two motions. First is to approve the variance as submitted. Can I entertain a motion to do that? So moved. I have a motion to add a second. Second. Any other questions, comments to the city planner? So let me understand something. So the variance for lot two is lacking road frontage. Is there an easement or common driveway or how is that? Yes. With an easement. Ingress, egress, and eas …

Commission to order and let the record reflect. We do have a few that are missing, such as Commissioner Kevin Poore, Commissioner Gordon Ashley, Commissioner Landon Hedrick, and everyone else that's here. And I'd like to welcome Art Gernt. We'll keep on going to the table. Thank you for filling James Mayberry's position. Appreciate that. Okay. Well, now our public hearing for annexation. Public hearing annexation for, just pull it up and say it right on the record, for Tax Map Parcel 112L-D-020.00, also called Canary Drive, and Tax Map Parcel 126A-B-001.00, also called Montana Road. At this time, we're open for public hearing. Is there anyone that wishes to address the planning commissioners at this time? Seeing none, we will close the public hearing for annexation. We'll now move into public comment. Is there anyone here that wishes to address the planning commission at this time? Okay, we'll close the public comment. Moving into the first agenda item, approval of minutes from 7-16 meeting. So moved. I have a motion. Do I have a second? Second. All those in favor say aye. Aye. Any opposed? Motion carries. We do not have a representative for item number two, so without refusal from the commission, I'm going to bump that to the left. I'm going to go to the last one and see if they show up. If not, we'll go from there. So if you're okay with that, without refusal, I'll move that down to the last item. All right, moving into action item number three, step property, final plot wi …

I'd like to reflect, Council Member Gernt is not with us. We do have quorum, though. We'll now move into public comment. We'll come over here and speak so that you can be recorded. Great. And then if you don't mind, go on a forum like I did last time. Forward, sir. Thank you. So thank you for letting me address again. And so James Madison drafted the Bill of Rights. The Fourth Amendment to the United States Constitution provides the right for the people to be secure in their persons, houses, papers, and effects against unreasonable search and seizure. Shall not be violated. And no warrant shall be issued but upon probable cause supported by oath or affirmation. And particularly describing the places to be searched, the persons or things to be seized. Now, I understand that I was fully downplayed in the last meeting by the city attorney. I didn't get a chance to either specify or say anything afterwards to give comments. Right. But remember that he said the data was collected for 30 days. That is an issue. In direct violation of United States versus Jones. You still need a warrant. Right. His language was proven false the next day by the newspa …

. I'd like to call tonight's regularly scheduled council meeting to order. Let the record reflect all council members are present, except for James Mayberry, who's no longer with us. Before we start all our meetings, we'd like to begin with a prayer, followed by the presentation of colors and the pledge of allegiance. We do ask everyone in attendance that you would please stand and remain standing for both. At this time, I'm going to have a prayer done by Mr. Ralph Reagan with Greater Life Rescue Mission, and then again, we'll have the young Marines do the presentation of colors. Father, first of all, we thank you for your grace. You're a good God. You're just about to give us a voice. You said we're going to pray for the authority that's over. So, Father, we pray for each one of the members here in the city council. We ask you tonight to let the Holy Spirit give us guidance and the durations for everything. that comes through this place tonight. We all put together in that given moment to lead. Express in our hearts that everything we've done for us here in the city council. We pray this country for Jesus. Amen. King Marines, let's head in the hood. On the half step, forward, march. March. Mark time, march. Detail, hold. Right, miss. Post. Present arms. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Ready? Two. Left face. Forward. March. Before we ge …
