Present in person were Commission Chairman Jim Willox; Commission Vice-Chairman Rick Grant; Commissioners Robert Short, Trent Kaufman and Donald Blackburn; and County Clerk, Karen Rimmer. Mr. Todd Mattson, HDR Engineering, provided updates on major road projects including Jenne Trail Reconstruction Phase 3 and Walker Creek Road. Jenne Trail can continue weather permitting and provided no frost is in the ground. The Walker Creek Overlay Project was discussed; the engineer’s estimate is slightly more than what was budgeted due in part to a 36- inch culvert that has failed and must be replaced. Bids will be opened on September 11, 2026, to be awarded at the regular Commissioner meeting on September 15, 2026. The Lambert Subdivision warranty work was reviewed; Mr. Blackburn moved to approve Amendment No. 2 between Converse County and HDR Engineering, Inc. as presented for Additional Services for the Lambert Subdivision Sewer and Water Improvements Project in the amount of $69,250 for a new total contract amount of $787,781; Mr. Grant seconded. It was stated for the record that there will be a credit provided for a field adjustment in the amount of $14,500; motion carried. Commission Chairman Jim Willox and Commissioner Robert Short were excused. Mr. Todd Mattson, HDR Engineering, Inc., provided updates on major road construction projects. Following d iscussion of a mill and overlay project on a portion of CR43/Walker Creek Road , Mr. Blackburn moved to approve the Short Form Agreement between Converse County and HDR Engineering, Inc. for the design, bidding assistance, and construction management for mill/overlay of 2.5 miles of CR43/Walker Creek Road in an amount not to exceed $109,551 as presented; Mr. Kaufman seconded; motion carried. The easement to proposed Lot 14 needs to be a 60’ road, and it needs to be named. Regulations require at least one legal access from a public road, and since Bluegrass River Ct is private, it needs to essentially be an extension of that. 3.
