The Village of Clemmons Council met on Monday, August 10, 2026, at 6 p.m. The meeting was
held at the Village Hall, Clemmons, North Carolina. The following members were present:
Mayor Rogers, Council Members Barson, Combest, Smith, Taylor and Wooden. Attorney Kevin
Hornik was also present.
Call to Order & Pledge of Allegiance
Mayor Rogers called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance.
Public Comments
There were 12 citizens in attendance. There was one individual that spoke during public
comments:
-Elizabeth Burns, 4671 Forest Manor Drive, Winston-Salem, NC – urged the Council to be
stronger in their pushback of what is going on with the potential asphalt plant. She stated it is not
an asset to the Village which is being destroyed.
There was one digital comment received (attached hereto as Exhibit A and incorporated as a part
of the minutes).
Approval of the Minutes
Council Member Taylor moved to approve the minutes of July 27, 2026, regular meeting as
presented. The motion was seconded by Council Member Wooden and unanimously approved.
Additions and/or Approval of the Agenda
Mayor Rogers requested to switch Items F & G as Attorney Report would be for a closed
session.
Council Member Wooden moved to approve the agenda as amended. The motion was seconded
by Council Member Taylor and unanimously approved.

Call to Order & Pledge of Allegiance
Mayor Rogers called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance.
Public Comments
There were forty citizens in attendance. There were four individuals that spoke during public
comments:
-Carolee Brockington, 4972 Terrence Drive, Winston-Salem, NC – voiced her concerns over the
potential asphalt plant (extremely opposed)
-Chris Hudson, 6543 Gentry Circle, Apt 201, Clemmons, NC – stated 13 of 16 of Maymead’s
facilities are not near residential neighborhoods, so why do they need to be so close here? He
expressed this would increase traffic and wear and tear on Kinnamon – encouraged the plant be
relocated somewhere else
-Mary Grubbs, 4812 Terrence Drive, Winston-Salem, NC – expressed the asphalt plant will
affect property values, she has asthma and the increased noise, traffic and road destruction
should be considered
-Lynn Church, 4771 Bridle Path, Winston-Salem, NC – expressed she is totally upset about the
plant location as it is not right because our population is so dense; requested a united stand
against Maymead to stop this propos …

The Village of Clemmons Council met on Monday, July 13, 2026, at 6 p.m. The meeting was
held at the Village Hall, Clemmons, North Carolina. The following members were present:
Mayor Rogers, Council Members Barson, Combest, Smith, Taylor and Wooden. Attorney Kevin
Hornik was also present.
Call to Order & Pledge of Allegiance
Mayor Rogers called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance.

There were 11 citizens in attendance. There were two individuals that spoke during public

Public Comments
There were 35 citizens in attendance. There were seven individuals that spoke during public
comments:
- Elizabeth Burns, 4671 Forest Manor Drive, Winston-Salem, NC – expressed her opposition to
the asphalt plant as it is in very close proximity to their residence. She requests the Council
collectively address all parties affected.
- Scott Couch, 4641 Kinnamon Road, Winston-Salem, NC – requests a hydrology study be
conducted on the asphalt plant and stated there would be issues with egress on Kinnamon Road
and it would require road expansion.
- Doug Geiger, 4682 Greendale Way, Winston-Salem, NC – expressed he is a new homeowner
and loves where they are located. He is concerned about environmental exposures of an asphalt
plant in this area and stated there is an asphalt plant five miles away.
- Emerson Barnett, 5901 Gun Club Road, Winston-Salem, NC (work address) – expressed this
type of facility would require a two-lane road and with food manufacturing in that are …

The Clemmons Village Council will hold a public hearing and vote on the Fiscal Year 2026-2027 Budget Ordinance, which proposes a $13.9 million general fund and a $90 annual stormwater utility fee per equivalent residential unit.
