Mayor Spier opened the meeting at 6:32 pm.
Trustees reviewed the use Code regarding parking on Village streets and property. Commissioner Gruenheid
stated that we need to put procedures in place to allow Code to be very clear whether they should be writing a
summons. The section in G-3 Code would need to be stricken and a proposed Amendment draft was suggested.
Residents have parking stickers and their guests should have guest passes, so that should be very clear.
Mayor Spier stated that the next step is a Public Hearing to modify the code to strike the G-3 section. This will
be scheduled.

Mayor Spier thanked everyone for coming to tonight’s meeting. He stated that it’s been a fun summer, with 2
new Trustees learning the ropes. We just had a great concert on the ballfield, we are having good educational
programs, and we have a lot to look forward to.
Brian Vail, Finance Committee Chair: Brian Vail said he wanted to give a quick update, as our fiscal year
ended 7/31/26. The accountants will go over the books and give an official statement of finances, which should
be presented in October. Overall, our income was more than we projected by almost $100,000 and our
expenses, despite the additional bills for snow removal and tree cleanup/removal, was slightly under budget.

Meeting Minutes - March 26, 2026
Attendee’s: John Gursky (Chairman), Tom Spier, Brian Vale, Rob Minarik, Laura Baisch,
Kate Hale, Fillipo Toscano, Larry Kogel
Introductions of committee members were followed by individual discussions by members
of previous efforts by the Village to evaluate building conditions, including necessary
improvements, cost implications and projects undertaken previously.
Rob Minarik described previous efforts to evaluate building conditions by a professional
Engineering Consultant; H2M, dated February 8, 2022. Copies of the study were shared
with members. The study looked at the building as a whole and generally outlined its
condition and made general recommendations for improvements with estimates of cost.
Also discussed was the cost estimate for recommended steel column replacement by
Retro-fit Inc. dated September 25, 2023. Rob also described efforts by the Village to take
on repairs and improvements during the last several years. Rob was requested to list those
previous efforts, which will be shared with the committee.
Discussions were had regarding the overall building conditions including walkways, roof,
mechanical systems, kitchen, bathrooms, boiler, generator and fuel options.
Brian Vale outlined the Villages financial capabilities for funding future improvements

Mayor Spier welcomed back Laura Spillane, Vice President of the Hope Children’s Fund, following her two-week trip to Kenya where Laura visited and worked with orphans at the home. Mayor Spier said Laura stayed in constant touch with the Village the entire time she was away.
Mayor Spier said things are getting busy in the Village. He met with the Police department on Friday and on the 24th held a Work Session meeting preceded by an Executive Session meeting. On the 26th a Building Meeting was held focusing on infrastructure.
In late April the Mayor will meet with the Finance Committee members, Brian Vail and Brian Egan.
We are over budget on our Snow Removal Fund, but that should be expected considering the huge storms we have had so far in 2026.

Mayor Spier said that the board is working effectively and heading in a positive direction.

Mayor Spier opened the meeting at 7:00 pm.
Pledge of Allegiance
Trustees reviewed the discussion at the previous 11/3/25 work session regarding parking stickers and use of the
building. The use of amenities (beach, playground, paddle and clay tennis courts, basketball court, baseball field
and parkland) was discussed with the emphasis on who will have access. Mayor Spier will draw up a proposal
for the next work session meeting.
Motion to close the meeting at 8:30 pm.
