City of Muscatine CITY COUNCIL MINUTES Tuesday, October 27, 2026 1. CALL TO ORDER Mayor Bark called the Special Session for Strategic Planning to order at 2:00 PM in the City Hall Conference Room. Present at Session were Mayor Brad Bark, Councilmembers Conard, Lewis, Lampe, Osborne, Gordon and Brockert. City Staff: Matt Mardesen, Cinda Hilger, Stephanie Romagnoli, Mike Hartman, Tony Kies, Bobby Fiedler, Kelly Lao, Jodi Royal-Goodwin, Steve Snider, Nick Gow, Scott Swift and LeAnna McCullough. The meeting was facilitated by Teresa Rotschafer. 2. STRATEGIC PLANNING The City Council and department heads met for a big-picture strategic planning meeting to set goals for the city’s future. The discussion focused on several major categories that staff and council agreed were priority projects. Department heads and Council members shared their vision for where the city should focus its energy over the next year. By the end of the meeting, everyone agreed on the main goals, and city staff will now turn those ideas into a formal plan for upcoming budgets. 3. ADJOURNMENT The meeting was adjourned at 6:00 pm

The Board of Trustees conducted a public hearing in Muscatine Power and Water’s Administration/Operations Building, 3205 Cedar Street, Muscatine, Iowa, on Tuesday, August 25, 2026 at 3:58 p.m. Chairperson Keith Porter called the meeting to order. Members of the Board were present as follows: Trustees Tammi Drawbaugh, Kevin Fields, Kelly McGriff and Shawn Schrader.
