Charlie Nichols, Planning & Development Dir., presented a PowerPoint reviewing an application
submitted by Interstate Power and Light Company to rezone 149.55 acres of property located at the SE
corner of Linn-Benton Road and US Highway 30, Cedar Rapids, Iowa, from the Agricultural (AG) zoning
district to the Exclusive Use-Two (EU-2) zoning district, for the project commonly known as the Morgan
Valley Energy Center, and discuss the recommendations of the Planning and Development Staff and the
Planning and Zoning Commission. IPL’s proposal includes three simple-cycle combustion turbines with
about 720 megawatts of maximum gross capacity. The facility would occupy about 55 acres, with about
94.55 acres available to remain in agricultural use. Alliant’s targeted commercial operation is 2030. The
Host Community Agreement (HCA) was approved on October 14, 2026. On September 28, 2026 the
Commissioners voted 5-2 to table the case and refer specified questions to the applicant including topics
of: water/wastewater, air quality and noise, greenhouse gas impacts and Compreh …

Motion by Running-Marquardt, seconded by Scheetz to approve minutes of October 12 & 13, 2026 as
printed.
Brent Oleson, Treasurer, presented a Public Bidder Tax Sale Certificate Assignment Agreement for a
property located at 1200 6th Ave SE, Cedar Rapids, Iowa 52403. Once this is approved, the property can
be sold and placed back on the tax rolls. Taxes total $12,332.00 and a City of Cedar Rapids special
assessment of $1,522.00.
Board members clarified that only the interest, not the property taxes themselves, are being waived and
Oleson concurred.
The Board will approve Wednesday.
Britt Hutchins, Purchasing Dir., discussed the purchase of a new Ford F-550 truck for the Conservation
Department and the reassignment of its existing truck to the Facilities Department. The Sheriff’s Office
determined the vehicle to be unsafe. They would like to purchase the new truck ahead of time to allow
Facilities to use Conservation’s old vehicle in anticipation of snow season approaching. Conservation
can cover the cost with their budget.

Public Comment: Jon Lee, 2510 Sisley Grove Rd. SW, Cedar Rapids, spoke on the Host Community
Agreement (HCA). He hopes that HCA money is not figured into the decision regarding rezoning. The
agreement does not answer who is responsible for the health of the people that live in the community and
what the repercussions are. Lee stated he has come to almost every meeting for the last 6 months and
has seen people stand up in opposition at almost all of those meetings. He hopes the Board will listen to
the community and not billion-dollar companies. He asked the Board to vote no on October 20th for the
rezoning.
Richard Hanson, 1229 Memorial Dr. SE, Cedar Rapids, also spoke on the HCA. The name implies the
community and that they should be addressed in totality, whereas the agreement is strictly focused on
Linn County. It needs to include Benton County, so the leaders lead with collaboration and open
