MONDAY, AUGUST 24, 2026 11:00 A.M.
The Board met in session at the Linn County Jean Oxley Public Service Center for a joint meeting with
the Linn County Conservation Board. Present: Chairperson Running-Marquardt, Vice Chairperson
Scheetz, Supervisor Meisheid and Conservation Board members, Dennis Goemaat and Daniel Gibbins.
Matt Burkey, Iowa Bicycle Coalition, gave a PowerPoint presentation on the Economic and Health Impact
of Cycling.
Supervisor Running-Marquardt thanked Burkey for the remarkable amount of work they do across the
state of Iowa along with being as safe as possible.
Jennifer Pratt, City of Cedar Rapids, and Teresa Stadlemann, HR Green, gave a PowerPoint
Presentation on the Cedar Lake South Cell Improvements Project including the concept, sediment
removal planning, sediment capture, and wetland vegetation.
Board members thanked those involved for all their hard work. It is a wonderful project that will not only
benefit Cedar Rapids but the entire county.
Brent Oleson, Conservation Board member, addressed the county’s lack of maintenance in clearing the
trails. He feels it is a good time to do a rationale, so the public has a better understanding of why the
county doesn’t do it.
Dennis Goemaat explained that it is a duty of care approach. Staff would need to be on the trails every
day during the right conditions to treat those areas and it is very difficult to have …

Chairperson Running-Marquardt called the meeting to order.
Motion by Running-Marquardt, seconded by Scheetz to approve minutes of August 17 & 18, 2026 as
printed.
Sara Bearrows, Finance Dir., discussed proposed contracts for government financial system software
with Oracle America, Inc. Moving to this software would not only benefit staff but it would also keep the
user’s experience the same, just moving to the government platform. There would be a reduction in staff
time while also building in some efficiencies and savings in the general fund each year of approximately
$90,000. The cost to switch can be paid from capital projects. Since the software is very similar, the
product would be around $350,000 with a 5% increase to renew. IT and legal staff have reviewed the
contracts. Staff also sat through a demo of this software and had good feedback about the product.
Board members thanked Bearrows for her explanation of the software and thinking outside of the fix that
will save the county money.

Public Comment: Kaycee Price, Girl Scout, thanked the Board for taking the time to recognize the Girl
Scouts today. They appreciate their support. She is now at the Ambassador level, and it has helped
shape who she is today. Price gained confidence and learned how to use her voice as a leader. It gave
her the opportunity for the bronze and silver awards and has helped her to stay calm during difficult
situations. She is extremely proud of the things has learned being a Girl Scout.

still need to confirm.
Discussion followed as to why the Supervisors feel the Hotel at Kirkwood Center in the evening is a good

Chairperson Running-Marquardt called the meeting to order.
A lengthy discussion took place amongst Board members and the following Department Heads regarding
various county department responses to large scale community disasters: Darrin Gage, Dir. of Policy &
Admin., Steve Estenson, Risk Mgmt. Dir., Major Chris Smith, Sheriff’s Office, BJ Dvorak, EMA Dir., Peter
Brisbine, Emer. Mgmt. Specialist, Joi Alexander, Communications Dir., and Brad Ketels, County
Engineer.
Topics discussed included disaster declarations, the Disaster Recovery Team, EOC (Emergency
Operations Center) activation, coordination of efforts and resources, and fiscal disaster thresholds. The
response to the tornado that was confirmed in Prairieburg on August 7th, 2026 was also discussed.
The Board heard updates from the following Department Head:
Brad Ketels, County Engineer – brief update on Secondary Roads new headquarters with a move-in date
of August 31st.
Supervisor Scheetz thanked everyone for coming for the public information briefing. He appreciates all

Public Comment: Rick Moyle, 120 Meadow Breeze Ln., Center Point, stated that he is speaking as
Executive Director of the Hawkeye Labor Council and a resident of Linn County. The Hawkeye Area
Labor Council AFL-CIO has served as the official voice of the AFC-CIO in Northeast Iowa since 1958.
They are proud to represent 86 affiliated unions from every sector of their economy. They work with
elected officials, community leaders and organizations at every level to advance economic opportunity,
fairness and justice for the working families of the community they serve. The Board has a long history of
supporting working families. He remembers the support firsthand from during the 1990’s when he was on
strike at Iowa Manufacturing and other strikes including Quaker Oats and Ingredion. Supporting working
families is not a new concept in Linn County. The working people at Evergreen are members of this
community and their well-being is and should always be a matter of concern for their elected

LINN COUNTY BOARD OF SUPERVISORS
CEDAR RAPIDS, LINN COUNTY, IOWA
TUESDAY, AUGUST 4, 2026 9:00 A.M.
The Board met in session at the Linn County Jean Oxley Public Service Center. Present: Chairperson
Running-Marquardt, Vice Chairperson Scheetz and Supervisor Meisheid. Board members voting “AYE”
unless otherwise noted.
Chairperson Running-Marquardt called the meeting to order.
Motion by Running-Marquardt, seconded by Scheetz to approve the minutes of July 29, 2026 as printed.
The Board heard updates from the following Elected Officials:
Brian Gardner, Sheriff – Jail is at maximum capacity due to recent legislation, looking into solutions with
the County Attorney and Chief Judge; meeting with Facilities to discuss complaints surrounding Jail
temperatures; received a federal grant for a body scanner in the Jail; upcoming tour of the Jail for local
legislators; hiring detention officers and dispatchers, finishing up the process for hiring deputies.
A lengthy discussion ensued regarding temperature issues in the Jail and whether housing preference is
given to ICE or state inmates.
Supervisors Running-Marquardt and Scheetz both expressed their appreciation to Gardner for his
continued efforts at problem solving and remarkable communication skills.
