Meeting of June 16, 2026
The Yadkin County Board of Elections met at 8:30am in the Yadkin County Board of Election’s
office. Gary Mastin - Chair, Walter Shore-Secretary, Jeff Smith- Member, Brent Harris -
Member, Tony Poindexter-Member (via conference call), Brooke Reece- Assistant Director and
Brenna Dickerson- Elections Director, were in attendance.
The meeting was called to order by Gary at 8:31am.
An invocation was given by Gary.
Brent made a motion to accept the meeting minutes from March 13, 2026. Motion approved 5-0
Early Voting Plan: Brenna presented the Early Voting Plan for the November 3, 2026 General
Election. Jeff made a motion to approve the Early Voting Plan. Motion passed unanimously.
Electioneering/ Buffer Zone: Brenna presented updated electioneering/ buffer zone information.
Jeff made a motion to accept the updates. Motion passed 5-0.
Boonville Precinct Judge: The board appointed John Brown to be a Judge (Rep) in the Boonville
Precinct. John replaces Avis M. Brent made the motion to appoint John. Motion passed
unanimously.
Resolution to Change Absentee Meeting times: The board approved changing meeting times of
Absentee Meetings, in which NCGS allows for, from 5:00pm to 8:30am. Gary signed the legal
notice. Notice will be given to the public in accordance of NCGS.
The board recognized Avis Miller for her 28 years of service to the Yadkin County Board of
Elections.

Kaelan Everhart introduced Phase 1 of the major subdivision off of Lone Hickory Rd.
There will be three phases in total. Mr. Everhart did visit the property and verify the

road. Brittany Anderson answered the Fire Marshal approved the road at the preliminary

Chair Richard Foster called the meeting to order at 6:20pm and made note the meeting was delayed to allow for

Chair Foster thanked the audience and Board for attending and shared that Jeff Smith’s father passed away last
week.

The minutes from the April 11, 2026 meeting were made available.
Chuck Wooten motioned to approve the minutes as presented. Scott Pipes seconded. The motion passed

The Board of Adjustment is a quasi-judicial board. The Planning Board is a political board. Any
verdict reached by the Planning Board is appealable to the County Commissioners, while any verdict

The Yadkin Soil and Water Conservation District Board of Supervisors met in the Yadkin Agricultural Building
in Yadkinville on Thursday, February 19, 2026. Board Chair Jo Linville called the meeting to order at 7:20 pm.
A quorum was present.
Caleb Poplin (Director) read aloud the Ethics and Professionalism Statement. He informed Greg Moxley of a
conflict of interest regarding one of the applications and contracts before the board. Greg Moxley will abstain
from discussion and voting on the identified application and contract. No board action is required.
During the previous meeting, a conflict of interest regarding a Request for Payment was identified and
acknowledged, which required an amendment to the Agenda. The Agenda, as amended, was presented for
board approval. Greg Moxley voted to approve the amended Agenda, and Justin Somers seconded.
Motion carried 5 — 0.
The agenda for the current meeting was reviewed. Danielle Venable motioned to approve the agenda as written,

Wagoner seconded the motion. The motion passed unanimously.

CALL TO ORDER
Chair Richard Foster called the meeting to order at 6:03PM and made note that he delayed calling the meeting to

last week.

Foster asked if a compromise was available and asked multiple times. Chair Foster asked staff if a
compromise was agreed on or if there were any updates to that case. Brittany Anderson shared that
Mr. Harris has moved from the camper and the property has been listed for sale. Chair Foster stated
he was unaware until last week that the County had previous relations with Mr. Harris. The County
sued Mr. Harris for cutting down trees around the lake. Chair Foster would have liked to have known
