porch and breezeway.
The existing front porch will be enclosed and a new front porch created. The cinder
block house will be covered using Hardie Plank horizontal lap siding. The gables will be
Hardie Plank board and batten siding. All trim will be Hardie Plank and painted white.
The applicant would like to replace the existing asphalt shingle roof with a raised seam

ATTENDANCE
Present: Mayor Russ Touchberry, Councilmembers Richard Waring, Bob Jackson, Tiffany
Johnson, Kima Garten, Dexcter Mack, and Matt Halter. Also in attendance were Town
Administrator Scott Slatton, Town Attorney GW Parker, and Town Clerk Beth Messervy. A
quorum was met. Public and press were duly notified. The meeting took place in Council
Chambers at 200 South Main Street and was livestreamed from the Town’s website.

The Planning and Development Committee of Town Council met on August 10, 2026. The meeting was held in the Council Chambers
of Town Hall, 200 S. Main Street, Summerville, SC. Committee members present included Richard Waring, Council District 4; Matt
Halter, Council District 3; and Bob Jackson, Council District 6. Staff members present included Jessi Shuler, AICP, Director of Planning,

The meeting was called to order at 5:30 PM.

Chairman Waring announced that Council was going to hold a future land use workshop on August 24, 2026, at 9:00 AM at the Chamber
Boardroom in which Council will discuss a number of things that will address both items on the agenda, so he requested a motion to

Dear Planning Commission Members,
Thank you for taking the time to read this letter. Unfortunately, I am unable to attend Monday night's
meeting, but I wanted to share my thoughts regarding my rezoning request.
Earlier this year, I applied to rezone my property at 115 S. Magnolia Street to DMX so I could continue
operating Magnolia Inn. Just two years ago, the Town of Summerville had at least five operating inns.
Today, there are none because the current regulations have made it nearly impossible for them to
continue operating.
After my request was denied, I met with Town staff, members of Town Council, and the Mayor to discuss
what options were available if I decided to take the property off the market. I was told my options under
the current zoning were to operate the property as a state-licensed group home or convert it into a long-
term residential rental. Over the past several months, I have spent hours researching both options and
meeting with potential tenants.
Then, last month, 103 S. Magnolia Street, owned by David and Kimberly Garber, with David Garber
serving as a Dorchester County employee, and currently under contract to Charpia & Hammes Law, was
approved for NMX zoning. After that approval, I was encouraged to submit an application for NMX as …

(A) Purpose. This chapter is intended to establish the Summerville Art Fund and to enact a process and
procedures for the installation of original works of art on private property and further the public interest

(1) Promoting cultural heritage and artistic expression in the city;
(2) Enhance the town's character and identity;
(3) Contribute to economic development and tourism;
(4) Add warmth, dignity, beauty, and accessibility to public spaces; and
(5) Expand the experience and participation of citizens with the community and visual arts.
(B) Definitions. As used in this chapter:
ADMINISTRATIVE FEES. Include art consultant, conservator, legal fees, travel and out-of- pocket
expenses.

ATTENDANCE

Meeting was called to order at 6:00 PM by Chairman Price.
I. Oath of Office - Ms. Beth Messervy (Town Clerk) administered the Oath of Office to
the attending Board members. Ms. Huggins and Mr. Baus were not present and will
need to take the Oath at the next meeting.
II. Approval of Minutes – Ms. Knight motioned to approve the May 5, 2026 minutes
without amendment. Mr. Battle seconded the motion. Motion carried 5-0.

wound into the trunk causing bark to be removed alone with exposing sapwood. The

The Parks & Recreation Committee met on Monday, July 6, 2026 in the Council Chambers of the
Town Hall Annex. Chairman Bob Jackson and Committee Members Dexter Mack, and Tiffany
Johnson participated in the meeting. The meeting was called to order at 5:30PM.
Ms. Evans shared the following project updates:
1. Doty Tennis Courts- Construction on the tennis courts began on Monday, June 29. Currently,
two courts are closed. When construction moves to the next phase, the remaining four
courts will be closed. This is necessary because the contractor is using two of the courts to
access the remaining two, minimizing damage to the park and existing trees. Construction is
expected to take approximately four months.
2. Summerville Skatepark- The public input meeting for the Summerville Skatepark was held
on Tuesday, June 30. A representative from 5th Pocket Skateparks led the meeting. Twenty-
nine people attended, and the meeting was well received with positive community
feedback.
3. Summerville Preserve - The Town received the Nationwide Permit for the new dock last
week and is now awaiting the permit from DES before installation can begin. In the
meantime, the contractor has started work on the new fishing …

The meeting was called to order at 9:01am. Mr. Burns moved to approve minutes; Mr.
Morris seconded the motion. The motion passed 5-0.
Old Business
1. 100 Newcastle Ct. - Removal of Three Grand Trees
There were no representatives present. This agenda item was deferred from the April
meeting. The three trees requested for removal were a sweetgum, elm tree, and a
willow oak hybrid. Mr. Morris stated that the elm tree has a leader with a hollow in it
and if that leader happens to be removed, the integrity of the tree would be affected.
Mr. Burbage agreed and added that the decay in the leader leads him to believe that

to the limited scope of the project. Ms. Zimmerman went over Mr. Farnsworth’s request to replace the existing changeable copy digital
sign, noting that the size of the sign was not changing. Ms. Zimmerman went over the conditions required for changeable copy signs.
Mr. Beauchene made a motion to approve the request; Ms. Golden seconded the motion. The motion passed unanimously.
