The meeting was called to order at 2:07PM. Treasurer Rhonda Pederson, Auditor Natasha Warmenhoven,
and Council Chair Justin Paulsen joined remotely via Teams. There were no additional attendees or
members of the public present.
Agenda Item: Review of County, Special Purpose, and School Investments
Treasurer Pederson reviewed the attached investment reports for July 2026 through September 2026.
There is a new fund investing this quarter - Lopez Library Capital (fund 6337). The balance of the External
Investment Pool was approximately $12,660,175.79 at the end of September. The total balance of LGIP
was $89,404,647.27 at the end of September.
All securities are held in residual cash and the balance at the end of September was $47 million ($8 million
invested with Time Value Investments, $22 million with Piper Sandler, and $17 million with Stifel). The
average weighted interest rate this quarter was 4.06%.
Treasurer Pederson reviewed the LGIP interest rate table. The LGIP interest rate was 3.8264% at the end of
September. Treasurer Pederson reports that she has seen securities recently around 5%.
The committee had a short discussion about the outstanding bonds. Part of the 2016 G.O. Bond (Refund of
2006 Carlson Bond) and all 2021 G.O. Bonds will be paid off a …
