Council to weigh future of senior meals, rides amid rising costs
The San Bruno City Council is holding a study session to review the Senior Nutrition and Transportation Programs and consider four models for their future, including continuing the current county grant, two fee-based city-run options, and discontinuing the programs. More than a meal: consistent social connection, information,
education, and access to the broader Senior community
Funded through Older Americans Act, Title III C
Transportation Program

Reservation-based rides for eligible San Bruno older adults
getting to and from the Senior Center

City-operated Vehicle provides scheduled morning pickups
and afternoon return trips

Removes a significant barrier to meals, programs, services,
and social connection for residents who no longer drive or lack

• Regarding the 51% of current participants who are nonresidents, do we have any
metrics on what cities they reside in? Have we approached those cities about
possible subsidy, similar to the recent agreement with Millbrae for the RAC?
RESPONSE:
San Bruno residents made up nearly half (49.5%) of all senior nutrition program
participants last fiscal year, with South San Francisco (18.6%) and Daly City (7.3%) the
next largest shares. A long tail of other cities — Millbrae, San Mateo, Pacifica,
Burlingame, and a dozen more — each registered under 5%, and several (Campbell,
Half Moon Bay, Montara) barely cleared 0.1%.
This pattern lines up with how the County structures the program. The San Mateo
County Area Agency on Aging administers senior nutrition — both congregate meal
sites and home-delivered meals — through partnerships with cities, senior centers,
and nonprofit providers across the county, including San Bruno, South San Francisco,
Daly City, Brisbane, Colma, San Mateo, Burlingame, Belmont, San Carlos, Redwood

proposal for a new Business Licensing and Income Tax for individuals who rent rooms in their homes, as
a way to both secure their own housing and to provide housing for others.
This item is on the July 28, 2026, Council Agenda as 8C.
We urge you to exempt anyone renting rooms through nonprofit organizations that provide Home Sharing
programs. Individuals using speicalized
home sharing programs are instrumental in expanding the pool of
available local affordable housing in a way that is practical, time-tested, and inexpensive for the City.

Item 4a.– Study Session on Crestmoor Fields
Regarding the Stormwater basin, I’m still not clear where these new costs are coming
from. During the original design process, the basin was part of the project and then was
determined to be too small, so in a revised design the basin was enlarged, and the fields
were made smaller and reoriented. I thought it was handled at that point and would please
like staff to better explain during the study session why the current design is no longer
adequate.

RESPONSE: The original basin designed for the Crestmoor Residential
Development Project was sized to treat some of the streets and the home
sites. During planning of the soccer fields, it was discovered that the soccer
fields could not be allowed to infiltrate and thus necessitated a basin.
Therefore, the original basin was enlarged to be able to treat the water from
the soccer fields. The cost of the enlarged portion of the basin would need to
be included in the Crestmoor Fields Project and in that agreement. Because
the developer is scheduled to construct the basins prior to this coming storm
season, the City and developer drafted separate agreements to facilitate
having the larger basin built before the storm season.

1. CALL TO ORDER: Chair Hanhan called the meeting of the Culture and Arts Commission to order
at 6:32 p.m.

Commissioners discussed changes in intended outcomes for Items 3 and 7. Revisions were
added to the motion to approve. MSC Seymour/Monaghan. Accepted 4-0. Chair Hanhan and
Vice-Chair Seymour were assigned to be part of the Mural Program Ad-Hoc Committee.
b. Review Submissions and Select Artists for Community Art Gallery Program 2026-2027 -
