1. One telecommunicator recently resigned. A hiring process has been started. The
application window closed with about 70 applications received.
2. EFD was implemented and is going well. The CAD upgrade also went well.
3. Polk County is working with Westcom on getting access to their encrypted
talkgroups.
C. Westcom Emergency Communications
1. Westcom is actively recruiting to fill four telecommunicator vacancies. They’ve
received 106 applications so far. The application period closes August 31.

✓ Decided: Commission approves new siren testing criteria and monthly test date change
The Polk County Emergency Management Commission unanimously approved updated outdoor warning siren testing criteria and moved the monthly test to the first Wednesday at 11:00 a.m. to align with NOAA/NWS testing. The commission also adopted the Alert Iowa Operations and Procedures Plan and amendments to the Countywide Hazard Mitigation Plan for six jurisdictions. No other substantive decisions were made; the meeting included reports and updates.

Community Development Block Grant Program Overview
The Community Development Block Grant Program (CDBG) is a broad, annual funding program
through the U.S. Department of Housing and Urban Development (HUD). Cities with a
population of over 50,000 and counties with a population of over 200,000 qualify for annual
funding along with all 50 states. With the new Census, Polk County is over the 200,000
threshold and now qualifies for up to $987,000 each year. Prior to 2023, Polk County was one of
just 18 counties in the nation that chose not to claim our entitled CDBG funding.
As of September 2023, nine cities plus unincorporated Polk County are participating entities in
the Polk County CDBG program. They include:

• Bondurant
• Clive
• Grimes
• Johnston
• Pleasant Hill
• Polk City
• Urbandale
• Windsor Heights
The CDBG program is known for being versatile in its eligible activities. Each entitlement state,
county, or city can determine which activities they pursue. They can change these activities

The Metro Interoperability Committee will review old‑business items including the Metro Repeater Project and expanding encryption at the subregional level. New business will address the ICS‑205 item. 1. Des Moines has three telecommunicators in training.
2. The PSAP is still working through the Microsoft Teams phone upgrade. There have
been issues with administrative calls dropping randomly. Zetron and city IT have
been in the dispatch center troubleshooting issues. They applied a solution
yesterday that they believe has fixed it.
3. The CAD upgrade is scheduled for next Tuesday morning. It’s through the same
vendor so there are not a lot of changes.
B. Polk County Sheriff’s Office PSAP
1. EFD went live last week. The transition went well and was reportedly uneventful.
2. CritiCall is being validated with SMEs in anticipation of testing a group of applicants
again in September.

1. There are three telecommunicators in training. This puts Des Moines at two over
operating strength. One telecommunicator is planning on retiring at the end of
August. Another who was not planning on returning from parental leave may stay.
2. The IT phone system migration to Microsoft Teams is complete. They are still
troubleshooting transfer issues with dispatch and public works. The Genovation
keypad has also been having issues with 1-button transfer after the migration. Des
Moines is working with Zetron to remedy the issue. The Eventide recorder update is
also complete.
