• Resolution to adopt the Modoc County Local Hazard Mitigation Plan

The Board of Supervisors unanimously approved a contract for the Modoc County Comprehensive Prevention Plan (CPP) with the Department of Social Services, Probation Department, and Children and Families Commission, not to exceed $375,000, effective July 1, 2025 through June 30, 2028. They also approved several other items, including a $44,731.50 purchase of a 2026 Chevrolet Silverado work truck, a $10,000 library donation from the Carnegie Corporation, and a resolution adopting the Local Hazard Mitigation Plan. All votes were unanimous.

Planning Commission

The Modoc County Planning Commission will reorganize by electing a 2026 Chair and Vice-Chair. The body will also consider two public hearings: a request to rezone and subdivide a 160-acre parcel into two smaller lots and a proposed amendment to the county's zoning code to align with state housing laws.

The Modoc County Planning Commission unanimously approved a resolution recommending the Board of Supervisors approve a parcel map for Randy and Marsha Veldhuizen, subdividing a 160-acre parcel into two parcels (approximately 133 and 26 acres) and rezoning the site from Unclassified (U) to Agriculture General (AG). The commission also unanimously approved a resolution recommending the Board adopt zoning ordinance amendments to bring housing regulations into compliance with state law, including updates to accessory dwelling unit rules and parking requirements for emergency shelters. Both actions were approved as amended, with Commissioner Susan Gibbons absent.

The Modoc County Board of Supervisors approved a 30% increase to the Air Pollution Control District's Rule 3.1 Schedule of Fees, the first amendment since 1989. The board also approved multiple contracts, including a $275,000 Home Safe Program contract with TEACH and a $275,000 Bringing Families Home Program contract, as well as a $26,208 software services contract with Corrections Solutions. An alcohol license for the Big Valley Endowment Foundation dinner was approved 4-1, with Supervisor Cockrell dissenting.
