WATER & SEWER BILLING PERIODS
PROPERTY TAXES
Bills are mailed out on approximately March 1 and payment is due by March 15 to
avoid a late fee.
SCHOOL TAXES
Bills are mailed out on approximately September 1 from the Mechanicville City
School District and payment is due by September 30 to avoid a penalty.
SEWER BILLS
Bills are mailed out on approximately April 30 and payment is due by May 31 to
avoid a penalty.
WATER BILLS
There are two billing cycles for water.
Winter cycle bills are mailed out on approximately April 30 and payment is due by
May 31 to avoid a penalty.
Summer cycle bills are mailed out on approximately September 30 and payment is
due by October 31 to avoid a penalty.
Any unpaid water/sewer accounts from last billing cycle which remains
outstanding after January 315* will be relevied to your city county tax bill that
March.

periodically. Candidates who meet the qualifications and pass the exam will have their names placed on the

Held July 6, 2026
The meeting of the Mechanicville Civil Service Commission was called to order at 6:11 p.m. on
July 6, 2026, at the Mechanicville Public Library. Chairperson Robens welcomed everyone to
our monthly meeting.
Present: Chairperson Robens
Commissioner Peluso
Commissioner Thompson
Secretary Lyons
The minutes of the meeting held on June 3, 2026, were approved. Commissioner Thompson
made the motion to approve the minutes. Commissioner Peluso 2nd the motion. All in favor.
Motion carried.
Communications
NYS Civil Service Transformation — June Update — Secretary Lyons reported that the analysis
period for the new Jobs Portal and Applicant Management System (AMS) has been completed
and the approach that will be used to roll it out has been finalized. More information will be
shared with local civil service agencies as it becomes available.
CSEA & NYS Municipal Services Division — School Teacher Aides — Secretary Lyons reported
that CSEA alerted us to an error in the reporting of employment statuses by the School District,
and this was confirmed by MSD, who provided instructions on how to resolve the issue.
Teacher Aides had been appointed yearly in temporary status for the duration of the school
year. However, the correct status should have been permanent (after a probationary period).
To correct this, we instructed the district to take action to revise their appointment to
permanent, effective as of the da …

welcomed everyone to the hearing.

Secretary Lyons read a statement to introduce the resolutions:
The purpose of the hearing is to review amendments to the City of Mechanicville Civil
Service Rules. Three resolutions are proposed, an Omnibus Addendum, and
amendments to Rules XII and XXV.
The first two resolutions allow the commission to proceed with using the NY HELPS
Program. As discussed at our last meeting, this program temporarily adds competitive
titles to the non-competitive list during the transition to the new examination system,
allowing for appointing authorities to hire based on qualifications and for the
employees to achieve permanent status based on performance reviews. We have not
used the program in the past, but because the transition is expected to take longer
and non-police or promotional examinations have not been scheduled for an additional
year, we will be creating a list of NY HELPS titles.

II. TOPICS DISCUSSED
A. Skate Park Initiative
• Commissioner Pryor presented prior efforts to bring a skate park to Mechanicville,
including city council appearances and a community petition.
• Proposed site: South Main Street Park (near canal and community center). Vision
includes an outdoor skate park with adjacent indoor space for youth programming.
• Tony Hawk Foundation first-round applications are closed; second round pending. Next
step: meet with Parks & Rec to explore a feasibility study grant (up to $50,000, due July
31).
B. Hosley Hoop Classic — Expansion
• Annual 3-on-3 youth basketball tournament (middle & high school) run by Commissioner

Meeting Minutes
June 15, 2026
The regular meeting of the City of Mechanicville Zoning Board of Appeals/Planning
Commission was held on June 15, 2026, at the Mechanicville Senior Citizen Building.
A series of public hearings were conducted for applications before the Board. Applicants were
provided the opportunity to present their requests, and members of the public were given the
opportunity to comment on each application.
Change in Tenancy – 251 North Main Street
Karen Wentz, on behalf of Green House Saratoga, LLC, presented an application requesting
approval for a change in tenancy at 251 North Main Street, changing the use of the property
from a restaurant to a mercantile establishment.
Following the public hearing and discussion, the Board found that the applicant had met the
requirements of the City Ordinances and the laws of the State of New York. Approval was
granted with the condition that separate water meters be installed.
Motion: Matthew Dunn
Second: Dana Watt
Vote: Motion carried 5-2.
Opposed: Robert Chase and Kyle Chadwick.
Site Plan Review – 208 North Fourth Avenue
Vision Planning Consultants, LLC, on behalf of Krug Group, LLC (Ted Delucia), presented a
Site Plan Review application to construct a two-family residence (duplex) at 208 North Fourth
Avenue.
After the public hearing, the Board determined the application complied with the City's Local
