This is acknowledging that you're aware of your court date and time, which is September 2nd, 2026 at 8:30 in Coyier County. Okay. That you can call. On your copy, it's going to have a phone number. You can call the clerk of court and see what you can do about that. But if you're traveling at 30 or more over the speed limit in Florida, you have to go in front of a judge. You can't just pay it. Okay. If you're doing 50 or more, you go right to jail. Okay. Just need a signature right down the bottom there. As I stated, this is not admitting guilt. It's just acknowledging that you are aware of the court date and time. Okay. There's your copy. There's instructions on the back. And as I said, there's a phone number at the bottom. I would call the clerk. And if you need your court time or date adjusted, I would contact them. Most importantly, if you're going to be on Marco Island, I would not be traveling at 79 miles an hour again. Okay. Or anywhere for that matter for your safety and the safety of everyone else that's on the road. Okay. All right, man. All right. Drive safe. Thank you. The appointed time, plus one. We'll call the meeting to order. Could I have the roll call, please? Member Morse? Here. Member Ryan? Here. Member Scarpa? Member Lamb? Yep. Member Quinlan? Chair Ritchie? Here. All right. Rise, if you can, to the Pledge of Allegiance. I pledge of allegiance to the flag of the United States of America and to the republic for which it stands, one nation , under God, indiv …

As I stated, I got you at 79 miles an hour, okay? The current posted speed limit is 35 because there was construction going on, okay? The normal speed limit on that road is 45, okay? I'm not writing you for, I'm writing you a citation, okay? But I'm not writing in for 79 and a 35, I'm writing for 79 and a 45, okay? So, it's 34 miles an hour over... Can we call the roll, please? Councilor Henry? Here. Councilor Goeller? Here. Councilor Dome? Here. Vice Chair Champagne? Councilor Schwan? Councilor Gray? Chair Palumbo? All right, guys, a couple of things before we get onto the agenda. We all know rules of decorum are in effect. Let's be kind to each other. Let the people at the podium speak. No booing, no juggling, or heckling, excuse me. Also for counselors, for staff, rules are in force for all of us. I'm going to talk about this under item five, the approval of the agenda, but to give you a heads up, item 13C, the Hilton, will not be on our presentation today. It has been formally withdrawn. Not rescheduled, withdrawn for now, so we'll not be addressing that. If you are here and you want to make public comment, you sign up over to my left with the staff, and they will have at two o'clock now, or time certain, items that are not on the agenda. If you're here to comment on anything on the agenda, you'll have a time slot when we're speaking about that to make public comment. All right. With that, we're going to have Reverend Scott Kearns of the Marco Presbyterian Church do the i …

Thank you. And before we get started, I'd like to introduce to the city, Diane Davies, who is a new member officially today. And you want to tell us about yourself? Oh, geez. I have a whole thing, but I didn't want to read it. I've been coming down to the island for a long time, now a permanent resident, and I just wanted to get involved somehow, meet people, just be more familiar with the town and see how things work and maybe try and do some good and help out and give back a little to the city that I love. Where did you come from? Chicago area. It's so much better down here. You didn't want to tell us about your family or anything like that? You have another 30 seconds. Married for 33 years, have a son and a daughter, just became a grandma like 18 months ago, which is the greatest thing in the world. That's about it. I'm not very excited. What's your experience related to that? No experience, really. It was one of those days where it was a perfect day on the island, and I open up my shutters, and I look outside, and I see the sun shining off the water. Go to the 7-Eleven to get my Diet Coke. I'm listening to 98.1 on the radio jamming. It's just a beautiful day, a perfect day. Then I come home, look on Facebook, and I see the application for this seat, and I'm just like, what the heck ? I'll just go for it. You know what looks beautiful, right? I like to think so. Super. Welcome. Thank you. Approval of the agenda? I move we approve as written. Okay. I'll second. You got a se …

And there's your copy. There you are, sir. Please slow it down. Yes, sir. Here's your registration back. All right, everybody. Welcome and good afternoon. It is 1.30, Monday, October 5th. This is now the new time for our regularly scheduled city council meetings. As always, our rules of decorum in effect. And we do a great job with these, both staff, council, and attendees. So I appreciate be civil, but be passionate and be kind to each other. Belated happy birthday wishes to Councilor Dohm right here. We're not going to sing it, but happy birthday, Councilor Dohm, for a Saturday's birthday. Thank you. Councilors, before we go to the roll call, these afternoon meetings, if you watch the county commissioner meetings, and if you watch also the Naples City Council meetings, day meetings tend to run very long just organically. Remember, we still have four hours allotted for this, and we'll try to move everything along in a timely fashion. With that, staff, will you call the roll, please? Councilor Henry. Here. Councilor Goeller. Here. Councilor Dohm. Here. Vice Chair Champagne. Councilor Schwan. Councilor Gray. Chair Palumbo. All right. All councils are here. We're going to move on to item three of the invocation. It's going to be Reverend Matt White of the Wesley Method ist Church is going to perform that, and following that up with the Pledge of Allegiance, led by Vice Chair Champagne. If you're able, please stand. Good afternoon. Let us pray. O Lord, we thank you for your grea …

Winterbury Drive. Residents here are fed up with people speeding, okay? You have 30 days to take care of it, okay? You want to contest it. Instructions are on the back. You want to pay it. Website's on the front. You can sign up and take a basic driver improvement course if you wish, okay? That will eliminate any points so that your insurance doesn't go up or mom's insurance doesn't go up. You did it once, but you can do it up to three times in your lifetime. There might be a time restraint on how close together you can take them, but I know in your lifetime you can only do it three times. You don't want to use those up too quickly. But if you're going to speed, Marco Island is not the place to do it, okay? Exactly. All right, sir. Drive safe. You know when my last ticket was? June 4th. The last citation you received was on June 4th from Collier County. No, there was a warning that you were given in March. A warning is a warning, no. Because you already had a warning and you just had a citation last month, that's why you're getting another citation. The point of it is to try to get you to change your driving behavior so that the roadways are safer for you and for everybody else. Okay? All right, man. How are you doing today? Officer, Marco Island Police Department. Reason for the traffic stop. Speed limit on this roadway is 30 miles an hour. All right, when you changed the inside lane and took off, I got you at 50. All right. Got your license, registration, insurance? And whe …
