✓ Decided: City holds Q&A on proposed solid waste assessment; no action taken

The City of Longwood held a community Q&A meeting to discuss a proposed non-ad valorem solid waste assessment that would move the charge from monthly utility bills to the annual property tax bill. No formal action was taken; the City Commission will consider the assessment at a public hearing on September 10, 2026. Staff presented two plans: a preliminary plan with a 60-day reserve and an alternative plan with lower rates. Many residents opposed the change, preferring continued monthly billing.

He clarified that no formal action would be taken during the meeting and that the City Commission would consider the assessment at a public hearing on September 10, 2026. Thierry Boveri, Raftelis, presented the Solid Waste Assessment Study. He explained that the City contracts with Waste Pro to provide residential garbage collection services, while the City currently bills customers monthly. The proposal would change the collection method by removing the solid waste charge from the monthly utility bill and placing an annual non-ad valorem assessment on the property tax bill. The level of collection service would not change. Mr. Boveri reviewed the primary considerations supporting the proposed change, including approximately five to seven percent in uncollected monthly charges, administrative billing costs, and a contractual provision reducing Waste Pro’s charge by approximately $2.00 per account per month if the assessment method is implemented. He explained tha …
