I call our public safety meeting to order and our first presentation is from Mr. Davis on the Civilian Appeal Board. Good afternoon. I have the privilege of presenting the Civilian Appeals Board's annual report. For the benefit of those of you who may not have heard the Civilian Appeals Board report before, this is a report of a committee. So this is presented by the Office of Oversight and Public Accountability because we serve as liaison to that board, but this is the board's annual report. This time this is a biannual report. We'll talk about some of the rationale behind that as we move forward. So today our agenda is pretty simple. We'll talk about the Civilian Appeals Board, make sure we 're on the same page and fully understand how it works. We'll explain the mission and the purpose of the board, talk a little bit about the structure, the appellate process, some complaint trends, and cab appeals more broadly. So the Civilian Appeals Board was established in 1996 through City Commission Policy 800-02. Now we are not the only review board in the state. There are also review boards in Detroit, in Ann Arbor, in Kalamazoo, and now they're starting to come up at several places across the state. But Grand Rapids has always been a leader in this space. And I think that's something we should pause and really celebrate is that before civilian appeals boards or review boards were popular in the state of Michigan, we were doing it because we were leaning into this space of justice. …

Ms. Bosker, if you could please lead us through a discussion on the current board and commission vacancy list as of September 22, 2026. Sure. I did want to mention that there are two resignations that will be on tonight's agenda. There were two members of quarter improvement authorities who had job changes, so they no longer qualify. So we'll add those to the list. And I did want to highlight just in general, we don't have many applications for the South Division Granville Avenue, which now has two vacancies. So that's one I wanted to mention. And then also I received, I was contacted by the liaison for the assessor's board of review that they are, have one vacancy and may have another. There's term limits on that body. So by the time they meet again next spring, they were looking to hopefully have more applicants in. So we wanted to get the word out on that one. And then additionally, we did some administrative things on the back end, updated our application, and added the vac ancy list, the residency, members of residency to the vac ancy list for the quarter improvement authorities, as was mentioned at the last meeting. And our first item of business is a proclamation for Hispanic Heritage Month, so I'm going to go to the podium and be joined by Mr. Davis and other members of the community. [Pause] So before I read the proclamation, I'll point out that one of the things that we continue to have conversations about on this commission and in the community is how to be a truly welcoming community. And it's, our city always continues to change and fortunately we do have new people who join us. I think our city manager found, did a little research recently and found out that about one in ten of people who identify as black in our community actually weren't born in the United States. So there are lots of communities that were members of that community weren't in fact born in the U.S. and are new not just to this community but to our country. These resources will actually be allocated in the upcoming neighborhood investment plan process, which would start in January of 2027. So in 2018 the state of Michigan enacted Act 325 which amended our 1951 Public Act 51. We always talk about Act 51 road funding. So one of the requirements with that funding is that we need to provide an asset management plan that guides our investment in our local street system and that has to be updated every three years. So this is the update. The last time it was updated was 2023 and it covers our streets, bridges, stormwater and traffic signal assets. Wonderful. What was the process for creating this plan? So following the vital streets, so we talked about the previous proceedings, right? In February of 2014 we adopted the vital street and sidewalk investment guideline. And then in December of 2016 we adopted the vital streets plan. And those were based on asset management. So when you read the transportation asset management plan, we quite intentionally include in appendices that kind of that history and how we got to this point starting with sustainability. And how we got to this point starting with sustainable streets. We do that for a couple of reasons so that everyone can see the story from beginning to end and how we 've evolved …

Property owners were affected by these charges were sent the notices on August 14th. That included the amount of the charges as well as information on the appeal process. The roll has is available in the assessor's office and has been open for inspection. The city's charter requires a public hearing to allow property owners affected by the special assessment a right to appeal.
