Lake Windsor Stormwater Force main Relocation to GPS Civil Construction,
Inc. of Ormond Beach, Florida.
A.
Stormwater has the required funds as part of the adopted Fiscal Year
2026 - 2027 budget. This project budget is a combination of
Stormwater & Grant monies from the American Rescue Plan Act
(ARPA).
When the City of Deltona was incorporated, it inherited an existing
stormwater force main located along the rear of properties within a
10-foot drainage and utility easement. At the time, impacts on homes
were limited. However, the area is now nearly built out, making access
to the ageing 8-inch force main extremely difficult. Staff has also faced
challenges completing timely repairs when the force main is needed to
support pumping operations during storms, hurricanes, and rainy
seasons.
The relocation and upsizing of the force main provides the City ease of
implementation of pumping activities; access for any requisite repairs
and mitigates any liability to the City to private property should the
existing force …

The Community Development Services Director gave a brief explanation of tonight's
meeting and then turned the meeting over to the consultants. The consultants spoke about
meeting with staff and Commissioners, providing a sampling of mixed use from surrounding
areas, mixed-use 60 feet and over, uptown mixed-use district up to 75 feet, public use
zoning district, and economic activity mixed-use district.
There was discussion regarding building height vs. stories, ideas presented but no clear
direction, live local and qualifying height, the height of Halifax Health, creating density and
downtown atmosphere, property setbacks, and codifying items in the LDC (Land
Development Code).

Florida Statute 163 requires that the CRA board hold a public
hearing to amend a budget by resolution each fiscal year.
There is $245,475 of available funds that are required to be allocated
toward eligible projects. Staff are requesting a budget amendment
for this amount to be obligated for additional sidewalk repair and
road resurfacing within the district per Exhibit A so it can be
incorporated into the City’s final amended budget for Fiscal Year
2025-2026.

The Economic Development Director stated the board approved a fiscal year budget by a
six to zero vote. This amendment increases the budget by approximately $245,000 and the
increase reflects higher than anticipated year end revenues from the County, along with
additional trust fund interest.
Vice Mayor asked if the City had received any more applications for grants and the
Economic Development Director replied no but, the next grant cycle will begin at the start of
the next fiscal year.
