Mayor Villa. Here. All right. At this time, we're going to go ahead and do the invocation and the pledge. Let's give them like five minutes so they can settle in. We need to pull down chairs or there's really enough chairs if people would. Honestly, they're going to clear out in two seconds. So my thinking is no. Okay. I think adding more chairs. Huh? Thank you. By any chance, this is John Dell with the Deltona High School Blue Brigade here. All right, we're going to go ahead and get started then. We're going to start with the invocation and the pledge. In this case, we're going to do the pledge first just because the gentleman that does the invocation is not here just yet. So please, if you can come up to the podium microphone. We're going to stand. I'll do the pledge of allegiance and then he'll lead into the star-spangled banner. If you can just push the button on the podium, please, and I'll turn on that microphone. All right. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation , under God, indivisible, with liberty and justice for all. All right. . . . That is your Delton High School Blue Brigade right there, so thank you so much. Is Pastor Maldonado here now? No? Lauren, would you do us the honor of doing the invocation for us, please? Uncover. Let's pray. Father God, we come before you this evening. We ask your blessing upon this meeting. We ask that you would guide the thoughts and the words that are said …

Thank you. Next item on the agenda is the approval of the minutes from our last meeting, which was on August the 19th, 2026. Opening it up to the board for any changes, alterations, amendments. And if we have none, asking for a motion, please. I'll second it. Who did the motion? Okay. Wonderful. All those in favor, say aye. Aye. All right. Motion passes. Next item on the agenda is presentations, awards, and reports. I don't see any. So we're moving on to the next item, which is old business, which I don't see any of that either. So that takes us into, hopefully we have Mr. Smith. Do we have legal counsel with us this evening? Wonderful. Take a breath. So first, if the city attorney will please explain the quasi-judicial hearing procedures, and then we'll move forward from there. Okay. Thank you. Good evening, everyone. Tonight's quasi-judicial hearing will be held on ordinance number 17-2026, amending the official zoning map to rezone four parcels, totaling approximately 18.13 acres, located at 830 North State Road 415, from Volusia County Rural Residential RR to the city of Deltona, heavy commercial district C3. As this is a quasi-judicial matter, the city commission has adopted certain procedures for quasi-judicial proceedings that are held before the planning and zoning, and also the city commission. The hearing process will follow the process outlined below. First is me explaining the quasi-judicial hearing procedures. My name is Jennifer Cockcroft. Nice to meet you all. …

ACTION ITEMS: Request approval of Resolution No. 2026-95 to award the competitively bid Lake Windsor Stormwater Force main Relocation to GPS Civil Construction, Inc. of Ormond Beach, Florida. A. Stormwater has the required funds as part of the adopted Fiscal Year 2026 - 2027 budget. This project budget is a combination of Stormwater & Grant monies from the American Rescue Plan Act (ARPA). When the City of Deltona was incorporated, it inherited an existing stormwater force main located along the rear of properties within a 10-foot drainage and utility easement. At the time, impacts on homes were limited. However, the area is now nearly built out, making access to the ageing 8-inch force main extremely difficult. Staff has also faced challenges completing timely repairs when the force main is needed to support pumping operations during storms, hurricanes, and rainy seasons. The relocation and upsizing of the force main provides the City ease of implementation of pumping activities; access for any requisite repairs and mitigates any liability to the City to private property should the existing force …
