Commissioner Jim Renninger, District 3, gave the Invocation.
PLEDGE OF ALLEGIANCE
Retired US Navy Senior Chief Paulo Osorio led the Pledge of Allegiance.
Chairman Kristen Bukre said that Senior Chief Paulo Osorio proudly served our country for more
than 23 years in the United States Navy before retiring in April 2021. During his military career, he
served as an aircrew survival equipment man and was stationed in several locations, including
Jacksonville and Pensacola, Florida; Norfolk, Virginia; and Patuxent River, Maryland. Throughout
his service, Senior Chief Osorio received numerous awards and commendations, including two Navy
Commendation Medals, six Navy and Marine Corps Achievement Medals, and a Meritorious Unit
Commendation. He continues to serve our community today as the Veterans Services Manager for
the Clay County Veterans Services Office. We are grateful for his more than two decades of military
service and for his continued dedication to the veterans and residents of Clay County.
Senior Chief Osorio thanked the Board for inviting him to lead the Pledge of Allegiance and
expressed his gratitude for the opportunity to continue serving through his employment with the
county.

Commissioner Betsy Condon, District 4, gave the Invocation.
PLEDGE OF ALLEGIANCE
Retired US Navy Captain Dale Raebel led the Pledge of Allegiance.
Chairman Kristen Burke said Captain Raebel served our nation in the United States Navy for more
than 31 years, including an extensive career as a Naval Aviator. During his service, Captain Raebel
was held as a Prisoner of War in North Vietnam from October 1972 until his release in March 1973.
He later continued his distinguished Navy career, serving in leadership roles at home and abroad
before retiring in 1993. His many military honors include the Defense Superior Service Medal,
Legion of Merit, Distinguished Flying Cross, two Bronze Star Medals with Combat "V," Purple
Heart, and Prisoner of War Medal.
Captain Raebel thanked the Board for the invitation to lead the Pledge of Allegiance and spoke
about his military career and events that happened during his time in service, before and after.

PLEDGE OF ALLEGIANCE
US Air Force Master Sergeant Michael Cash led the Pledge of Allegiance.
Chairman Kristen Burke said we are honored to have United States Air Force Retired Master
Sergeant Micheal Cash lead the Pledge of Allegiance. Master Sergeant Cash served in the USAF
for seven (7) years. While stationed at Hurlburt Field in Fort Walton Beach with the 24th
Special Operations Wing, he was assigned to duty in Afghanistan, Kuwait, the Caribbean,
and Latin America. During his military career, he earned numerous military honors. Today,
Master Sergeant Cash continues to serve our community as a Software Systems Manager for the
Clay County Board of County Commissioners.
Master Sergeant Cash thanked the Board for the invitation to lead the Pledge of Allegiance.

PLEDGE OF ALLEGIANCE
Retired US Marine Corps Captain Chris Lanham Jr. led the Pledge of Allegiance.
Chairman Kristen Burke said we are honored to have retired United States Marine Corps Captain
Chris Lanham Jr. lead us in the Pledge of Allegiance. Captain Lanham enlisted in the Marine Corps
in 1968 and served in Vietnam with the 3rd Amphibious Assault Battalion – 1st Marine Division.
During his 22-year career, he served throughout the United States and Overseas. Captain Lanham
was meritoriously promoted to Gunnery Sergeant for his accomplishments in recruiting and later
became a Warrant Officer before he retired as a Captain in 1990. His Military Honors include the
Combat Action Ribbon, Navy and Marine Corps Commendation Medal, Vietnam Service Medal
with four campaign stars, and numerous other awards and commendations. Since retiring, Captain
Lanham has continued serving the Veteran Community through numerous organizations.
Captain Lanham thanked the Board for the invitation to lead the Pledge of Allegiance and noted that
he is honored to be present. He spoke about his daily work to promote the general welfare of
Veterans.

Retired US Navy Hospital Corpsman First Class Laurence Walker led the Pledge of Allegiance.
Chairman Kristen Burke said Hospital Corpsman First Class Laurence Walker proudly served in the
United States Navy for 20 years, retiring in 2010. Throughout his distinguished career, he served at
Naval Hospitals, Branch Medical Clinics, and Marine Corps commands across Tennessee,
California, Virginia, North Carolina, Florida, Maryland, and Japan. A highly decorated Veteran,
Corpsman First Class Walker received the Purple Heart, Navy Commendation Medal, Navy
Achievement Medal with Valor, Combat Action Ribbon, and numerous Unit Citations - campaign
medals and service awards. Corpsman First Class Walker joined the Navy to travel and further his
education, and during his military career embraced the belief that everything happens for a reason
and that "the only easy day was yesterday. Among his favorite memories of service are traveling the
world - experiencing different cultures and cuisines and building lifelong friendships. Now an
Orange Park resident, Corpsman First Class Walker continues his commitment to service as a
