SUBJECT: Results of Request for Proposals (RFP) for Forensic Audit of the Finance and
Public Works Departments
Recommendation:
It is recommended that the City Council receive and file this informational report regarding the
proposals received in response to the Request for Proposals (RFP) for the forensic audit of the Finance
and Public Works Departments of the City of Calexico for the period of July 1, 2014 through June 30,
2024.
Background:
On February 20, 2025, the City of Calexico issued a Request for Proposals (RFP) seeking qualified and
experienced firms to conduct a comprehensive forensic audit of the City's Finance and Public Works
Departments for the ten-year period of July 1, 2014 through June 30, 2024.
The RFP was intended to provide an independent review of the City's financial records, financial
processes, and financial reporting within both departments. The objectives included identifying potential
irregularities, fraud, misappropriation, or noncompliance; evaluating the effectiveness of existing
internal controls; and identifying opportunities to strengthen the City's financial practices and
procedures.
The scope of the proposed audit was extensive and included numerous areas within Finance and

upcoming programs and events. Swim Lesson Registration will open on Tuesday, July 14, 2026,

Over the course of two weeks, commencing on April 30, 2026, Reliance Public Relations conducted
Strengths, Weaknesses, Opportunities and Threats (SWOT) interviews with each of the five Calexico
City Council Members. During these interviews, Council Members were asked to identify internal
strengths and weaknesses, as well as external opportunities and threats. The resulting data was :
synthesized, categorized into 32 strategic goals, and subsequently presented to the City Council during Hq
a special meeting on May 13, 2026. The draft report is attached.
Discussion and Analysis:
As the City of Calexico presents the FY 2026-27 Draft City Budget during the month of June, the '

Background:
CFD (Community Facilities District) No. 2005-1 (Hearthstone) was formed by the City Council in 2005
under the Mello-Roos Community Facilities Act of 1982 to finance public improvements needed to
support new development within the Hearthstone master-planned community. The CFD encompasses
approximately 75 taxable acres located north of Cole Road, south of the Central Main Canal, west of
Meadows Road, and east of State Highway 111. At full buildout, the development was anticipated to
include 457 single-family residential units. .
Following a public hearing and landowner election held on September 20, 2005, voters approved the
levy of a special tax and the issuance of bonded indebtedness not to exceed $15 million. Bonds in the
amount of $14,710,000 were subsequently issued on July 12, 2006, to finance the acquisition and
construction of authorized public facilities within the district.
Residential development within the CFD was ultimately completed at only approximately 50% of the

Norma Gerardo, Recreation Manager, reported that registration for the Summer Program
begins at 8:00 a.m. on May 19, 2026, for seniors, and opens to the general public at 8:00
a.m. on May 20, 2026. Ms. Gerardo expressed appreciation to the commissioners who
will be assisting with the Summer Program Registrations and thanked them for their help
and noted that staff have been very busy responding to a high volume of questions and
inquiries regarding registration. She announced that Noche Bohemia is scheduled for
June 6, 2026, at 6 pm.

Recreation in the amount of $8,500,000 under Proposition 68 Statewide Park Development and
Community Revitalization Program (SSP) for Heber Park Expansion Project. This project will
construct and expand Heber Park to include the following components required by the SSP
