Village Manager Joshua Ringel called the meeting to order at approximately 7:00 PM at the Community

All members of the Advisory Committee were present. Village staff, including Christine Dennett, also

The Board thanked the Applicant for a great project and public benefit to the Village.
Upon motion by Mayor Vescio, seconded by Deputy Mayor Chatzky, the Board voted
unanimously to close the public hearing.
Village Planning Consultant Yackel reviewed the documents.
Village Attorney Subin noted the Board reviewed the documents in their totality and the
resolutions would be summarized and not read verbatim.

Ms. Kate Roberts, Attorney for the Applicant, gave a brief update on the project.
Mr. Patrick Normoyle stated the updated renderings would be included in the
next submission. He further stated that the geotechnical borings helped the team
scout the subsurface conditions, confirming that retaining walls would be
necessary. He reviewed the timeline for submissions for the Justice Center.
Mayor Vescio requested the area behind Chase Bank be looked into for
additional parking.

An application to construct a two-story addition, deck relocation and interior alterations at an
existing single-family is denied due to nonconformity with Chapter 220, Attachment 2, Note 3
Maximum Gross Floor Area of the Code of the Village of Briarcliff Manor for single-family
residential construction whereas the maximum allowed for this property is 4,228 square feet,
4,376 exists and a total of 5,065 square feet is proposed. This application is for an increase of 689
square feet where 837 square feet will be over the allowed GFA.
2. V-10-2026 – A. DABAIN, LLC – 126 N. STATE ROAD
An application to convert an auto repair service garage to a retail space is denied due to
nonconformity with Chapter 220-12 Off-Street Parking and Off-Street Loading of the Code of the
Village of Briarcliff Manor whereas the requirement is one space for each 150 square feet of gross
floor area on the ground floor and one space for each 250 square feet of gross floor area on other
floors. 16 spaces are required with 12 spaces proposed. The Planning Board granted a
conditional waiver on May 14, 2026 up to their maximum allowed of 25%. A variance is needed
for the remaining deficiency of two parking spaces.

Board held a public hearing on an application for a Site Plan Amendment to legalize an
accessory storage structure and metal storage container. The property is located at 555
Pleasantville Road.
Michael Thompson of JMC Engineering appeared on behalf of the applicant and advised
that he was filling in for Paul Dumont, who had presented the application at the previous
meeting. Mr. Thompson reviewed the existing storage and maintenance area, the location of
the shed and container, the surrounding vegetation, and the approximately 100-foot setback
from the southerly and westerly property lines.

Maggie moved to approve the minutes from May 13, 2026. Mike Rinke seconded and the motion
passed unanimously by the Board.
3. PRESIDENT’S REPORT
President Casper asked Director Naples to monitor the designated library parking spots during open
hours, particularly as summer pool season gets underway. The Board discussed placing a reminder in
the community bulletin advising pool-goers not to use library parking. Director Naples noted she would
request a swim meet and event schedule from Recreation to help anticipate high-demand dates.
4. FINANCIAL REPORT
Review & Approval of May Transactions

Bill Townsend presented the financial report. The Board reviewed line-item expenses. Maggie
made a motion to approve the financial report. Jean seconded and the motion passed
unanimously.
With the fiscal year ending May 31st, the Board reviewed near-final actuals for FY 2025-26. Overall, the

status and timeline of the approval process .
Mr. Patrick Normoyle, Applicant, provided an update on the Justice Center
stating it was on track for the Building Permit to be submitted in July and to break
ground in the Fall.
Mr. Ron Czajka, Architect for the Applicant, reviewed the proposed facades for
the mixed-use buildings.
Trustee Mallett stated the design was beautiful but she remained concerned with
the uniformity and huge massing of the buildings at the gateway of the Village.
Mr. Normoyle stated mixed facades were typically found in shopping centers and

PRESIDENT’S REPORT
President Casper asked Director Naples to monitor the designated library parking spots during open hours, particularly as summer pool season gets underway. The Board discussed placing a reminder in the community bulletin advising pool-goers not to use library parking. Director Naples noted she would request a swim meet and event schedule from Recreation to help anticipate high-demand dates.
FINANCIAL REPORT
Review & Approval of May Transactions
Bill Townsend presented the financial report. The Board reviewed line-item expenses. Maggie made a motion to approve the financial report. Jean seconded and the motion passed unanimously.
With the fiscal year ending May 31st, the Board reviewed near-final actuals for FY 2025-26. Overall, the library tracked well to budget. The Board agreed to streamline monthly financial reporting going forward …
