The Allegany County Board of License Commissioners held a meeting on Wednesday, August 5,
2026. The meeting was conducted at 9:00 A.M. in Room 100 of the Allegany County Office
Complex. Present for the meeting were Chairman — Tom Farrell, Commissioner ~ Jim Stafford,
Office Administrator — Brandy Snyder, Chief Inspector — Keith Bageant. Board Attorney -
Ramani Pillai was absent from the meeting. Commissioner Miller was excused from the meeting.
Also present for the meeting were Joe Amoruso, Liz Rhodes, Pam Pyles, Jason Niner, Julien
Amoruso, Robin Summerfield, Jeff Leaf, Jimmy Crawford, Patrick Leedy, and Andy Tichnell.
The meeting was called to order by Chairman Farrell. The Board was emailed a copy of the
minutes from the last meeting. Chairman Farrell made a motion to approve the July 15, 2026
minutes as written and unanimously approved by Commissioner Stafford.
A One-day special class “C” license for beer was approved for Pamela Pyles, David Yonker,
Michael Yonker with the Orleans Volunteer Fire Company. They will be holding a memorial

The Allegany County Board of License Commissioners held a meeting on Wednesday, July 15,
2026. The meeting was conducted at 9:00 A.M. in Room 100 of the Allegany County Office
Complex. Present for the meeting were Chairman — Tom Farrell, Commissioner — Ron Miller,
Commissioner - Jim Stafford, Office Administrator — Brandy Snyder, Chief Inspector — Keith
Bageant, and Board Attorney - Ramani Pillai. Also present for the meeting were Michael Price,
Blair Fike, Lisa Keppel, Courtney McKay, Pamela Pyles, Joshua Hausrath, Daniel Bowser,
Andrea Kraft, Stacey Friend, James Zaliewski, Bette Cage, and Emily Haworth.
The meeting was called to order by Chairman Farrell. The Board was emailed a copy of the
minutes from the last meeting. Commissioner Stafford made a motion to approve the July 1,
2026 minutes as written, Commissioner Miller seconded the motion, and unanimously approved
by Chairman Farrell.
A One-day special class “C” license for beer and wine was approved for Juli McCoy and Jeremy
Irons with the Allegany County Chamber of Commerce. They will be holding their annual Crab
Feast on Friday, August 7, 2026 at the Ali Ghan Shrine Club Picnic Grounds from 5:30 to 9:30

Liquor board to consider two license transfers and multiple event permits
The Allegany County Liquor Board is deciding on several special event alcohol licenses for fundraisers and festivals, including a beer license for Friends Aware Inc. and a beer-wine license for the Mountain Ridge Band Parents' Food Truck Festival. Two Class D liquor license transfers are proposed: one moving from Dawn 2 Dusk in Cumberland to The Pour House Candle Bar in Frostburg, and another involving Rio Grande in Lavale. MINUTES - July 1, 2026
The Allegany County Board of License Commissioners held a meeting on Wednesday, July 1,
2026. The meeting was conducted at 9:00 A.M. in Room 230 of the Allegany County Office
Complex. Present for the meeting were Chairman — Tom Farrell, Commissioner — Ron Miller,
Commissioner - Jim Stafford, Office Administrator — Brandy Snyder, Chief Inspector — Keith
Bageant, and Board Attorney - Ramani Pillai. Also present for the meeting were Garrett Shingler,
Craig Drennen, Emily Bladen, Hadrian Zbarcea, Kim Folk, Angela Harris, and Steven Hansrote.
The meeting was called to order by Chairman Farrell. The Board was emailed a copy of the
minutes from the last meeting. Commissioner Stafford made a motion to approve the June 17,
2026 minutes as written, Commissioner Miller seconded the motion, and unanimously approved
by Chairman Farrell.
A One-day special class “C” license for beer was approved for J. Craig Drennen, David Goad,
and Nick Mazzone with the FOP Lodge #90. They will be holding their 13" annual Crab Feast at
the Ali Ghan Shrine Club Picnic Grounds on Saturday, August 15, 2026. Tickets to attend the
event are $65 with crabs and $35 without crabs. The ticket fee includes the cost of the alcohol.
