BOARD OF PUBLIC WORKS
MEETING MINUTES
MONDAY, AUGUST 24, 2026 – 5:30 PM
The Board of Public Works met in City Hall on August 24, 2026 at 5:30 pm. Attending were
Mayor Jason Hiess, Vice-President Tom Hubbard, Director of Public Works Brandon Cesafsky,
Alderman Tim Normand, and Mike Tzanakis.
1. Motion by Cesafsky, seconded by Tzanakis to approve the minutes of the July 13, 2026
Board of Public Works meeting. All present voting aye. MOTION CARRIED.
2. Director Cesafsky provided the background on the sewer siphon project and comparable
projects. Cesafsky stated that the Engineering Department hopes to reduce the cost of the
project by not needing to do rock excavation and some other unknown project costs.
There was discussion about the existing siphon and the importance of replacing this
structure.
Motion by Hiess, seconded by Hubbard to recommend Common Council approve the bid
and award the Sanitary Sewer Siphon Project to Haas Sons, Inc. in the amount of
$2,095,928.61. All present voting aye. MOTION CARRIED.
3. The Board of Public Works discussed the request from the Engineering Department to
alter the City boundary on South Avenue.
No Action Taken.
4. Adjournment
Motion by Normand, seconded by Hubbard to adjourn. All present voting aye.

The Common Council will hold a public hearing and consider an ordinance to rezone 13.32 acres from C-2 General Commercial to R-3A Multiple-Family Residence District, a step toward a proposed 186-unit senior living facility. and they would still like our recommendation. The lower bid did not
encompass everything the higher bids did. Of import is connecting Allen to
Riverfront underneath the road by the river. After discussion, motion by
Siebert/Arneberg to recommend accepting one of the top five bids with
preference toward local connection. Motion passed.

Bandshell Repairs. Mikinley reports that Kevin recommends moving forward
with Fisher Bros. for bandshell repair. Thorpe funds will be used. Motion
by Abbe/Woodhull to move forward with Fisher Bros. for bandshell

MINUTES OF THE PLAN COMMISSION MEETING
CITY OF CHIPPEWA FALLS
MONDAY, AUGUST 10, 2026 – 6:30 PM
The Plan Commission met in City Hall on August 10, 2026 at 6:30 pm. Present were
Commissioners Tom Hubbard, Greg Misfeldt, Mike Tzanakis, Dan Varga, Ross Wilson,
Chad Trowbridge, Tim Normand, and Secretary Brandon Cesafsky. Absent was
Mayor Jason Hiess and Beth Arneberg. Also attending was City Planner Brad Hentschel, City
Inspector Paul Lasiewicz, and those on the attached attendance sheet.
1. Motion by Varga, seconded by Misfeldt to approve the minutes of the July 13, 2026 Plan
Commission meeting. All present voting aye. MOTION CARRIED.
2. Director of Public Works Cesafsky provided a brief background on the Planned
Development Conditional Use Permit (PDCUP) before Hubbard opened the public
hearing for comment. Hubbard opened the public hearing at 6:32 pm. With no one to
speak against the PDCUP, Hubbard closed the public hearing at 6:33 pm.
3. Director of Public Works Cesafsky provided an update on the PDCUP resolution and
went through the items which are to be included as conditions. Cesafsky stated the Fire
Chief had some additional comments that he would like included in the conditions which
included no parking on the streets within the development, having a fire hydrant located
within 100 feet of a fire department connection, and to have a fire hydrant every 300 fee …

Council to consider rezoning 13.32 acres and alley paving projects
The Common Council will hold first readings of two ordinances: one to rezone a 13.32-acre parcel south of Chippewa Crossing from C-2 to R-3A, and another to amend the Fire and Emergency Services chapter of the municipal code. The Council will also consider resolutions to pave two alleys in the Mansfield Addition and levy special charges, as well as several alcohol and street use permits for upcoming events. final draft of Western Wisconsin Regional Outdoor Recreational Plan. This
is the Urban Plan, which will go along with the Rural Plan. The goal is to
turn the 8-county region into a top destination for year-round Outdoor
Recreation. Its focus is on visitors and businesses that support visitor
services. There are multiple goals, which include improving and adding
access and improving water access and trail infrastructure. Action steps
including forming an interim board and advisory groups will take place from
Summer 2026 through 2027. Motion by Arneberg/Siebert to forward the

CITY OF CHIPPEWA FALLS
MONDAY, JULY 13, 2026 – 6:30 PM
The Plan Commission met in City Hall on July 13, 2026 at 6:30 pm. Present were
Commissioners, Greg Misfeldt, Mike Tzanakis, Dan Varga, Ross Wilson, Beth Arneberg,
Chad Trowbridge, Secretary Brandon Cesafsky, and Mayor Jason Hiess. Absent was Alderman
Tim Normand and Chair Tom Hubbard. Also attending was City Planner Brad Hentschel, City
Inspector Paul Lasiewicz, and those on the attached attendance sheet.
1. Motion by Varga , seconded by Tzanakis to approve the minutes of the June 8, 2026
Plan Commission meeting. All present voting aye. MOTION CARRIED.
2. Cesafsky provided the background on the request to amend Planned Development
Conditional Use Permit No. 2025-05 to alter the lot lines of Lot 1 and 2 of the Willow
Creek Subdivision. Cesafsky explained that there is a Certified Survey Map for these two
lots but being the lots will change the layout set by the Planned Development Conditional
Use Permit, we will need to update the Planned Development Conditional Use Permit and
hold a public hearing. Jeremy Skaw of Real Land Surveying also stated that the property
owner would like to change the setback line. Cesafsky drew this on the screen to show
the Plan Commission.

MONDAY, JULY 13, 2026 – 5:30 PM
The Board of Public Works met in City Hall on July 13, 2026 at 5:30 pm. Attending were
Mayor Jason Hiess, Director of Public Works Brandon Cesafsky, and Mike Tzanakis. Absent
was Vice-President Tom Hubbard and Alderman Tim Normand. Also attending was Alderman
Paul Nadreau, Deb Schemenauer of HPE, and resident Mike Dubiel.
1. Motion by Tzanakis, seconded by Cesafsky to approve the minutes of the June 22, 2026
Board of Public Works meeting. All present voting aye. MOTION CARRIED.
2. Cesafsky provided the background on the process for repaving alleys. He explained that
the process is to have property owners abutting the alleys to fill out a petition to repave
the alley. At that time, council votes and if there is a majority of the property owners on
the petition, the council approves the Engineering Department to add the alley projects to
their design schedule. Cesafsky explained that last fall was a bit tight with the schedule so
these two alleys are coming in 2026 with the intention to pave them in 2027.
Mayor Hiess asked about utilities in the alleys. After checking, Cesafsky stated that he
was mistaken and that there were utilities in the Poplar Street alley and that Engineering
would assess them during design.

The regular meeting of the Common Council of the City of Chippewa Falls was held on Tuesday,
July 7, 2026 in the City Hall Council Chambers. Council President Paul Nadreau called the meeting to order
at 6:30 pm. The Pledge of Allegiance was recited.
Council President Nadreau made a statement that he is chairing the meeting in the Mayor’s absence but is
retaining the right to vote as an alderperson during the meeting.

MINUTES OF THE REGULAR MEETING OF THE COMMON COUNCIL
The regular meeting of the Common Council of the City of Chippewa Falls was held on Tuesday,
June 16, 2026 in the City Hall Council Chambers. Mayor Jason Hiess called the meeting to order at
6:30 pm. The Pledge of Allegiance was recited.
CLERK CALLS THE ROLL
Council Members present: John Monarski, Jody Marr, Chuck Hull, Dan Dixon, Paul Nadreau, and Tim
Normand. Absent was Rob Kiefer.
Also Present: City Attorney Sam Bach-Hanson; Director of Public Works/Utility Manager Brandon Cesafsky;
City Planner/Transit Manager Brad Hentschel; Police Chief Ryan Douglas; Fire Chief Brian Tonnancour;
Library Director Joe Niese; Parks, Recreation, and Forestry Director John Jimenez; City Clerk Bridget
