City Council adopts new fees for pools, coin‑machines, dogs, permits and trash
The Wills Point City Council will amend Resolution 25‑19 to update the Centralized Master Fee Schedule. The amendment adds or revises fees for pool hall licenses, coin‑operated machine taxes, sexually oriented business licenses, dangerous‑dog insurance and registration, animal control, construction permits, and garbage collection. All new fees will be posted publicly and become effective on February 2, 2027. Payments are due each January unless otherwise noted.
- $150 per pool or billiard table (annual license fee)
- $15 per coin‑operated machine (annual occupation tax) plus $50 release fee for non‑payment
- $500 annual license fee for a sexually oriented business
- $200 initial registration fee for a dangerous dog, then $100 each subsequent year

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WILLS POINT, TEXAS,
AMENDING RESOLUTION 25-19, THE CENTRALIZED MASTER FEE SCHEDULE,
TO ESTABLISH WATER AND WASTEWATER CAPACITY FEES
WHEREAS, pursuant to Texas Local Government Code section 51.001, the City Council may
adopt an ordinance, rule or police regulation that is for the good government, peace or order of the
City or the trade and commerce of the City;
WHEREAS, the City has determined that it is necessary and in the best interest of the City and
its residents to amend the centralized master fee schedule containing all of the fees charged by
the City
Now, THEREFORE, BE IT RESOLVED BY THE CiTy COUNCIL OF THE CiTy OF WILLS POINT,
TEXAS:
SECTION 1. The following fees shall be implemented by the City of Wills Point, Texas, and
placed in the amended Centralized Master Fee Schedule, which shall be fully accessible to the
general public and maintained by the City Secretary at the City Office.
SECTION 2. The fees related to Customer Use of City Services, as referenced in Section 17, are
hereby revised as reflected below.
1) License fee for pool halls and game rooms.
Every person operating a pool or billiard hall or game room within the corporate limits of the
City shall pay an annual license fee for each licensed premises for the privilege of pursuing
this business.

The City of Wills Point is soliciting applications for Hotel Occupancy Tax (HOT) funding for the 3rd quarter of fiscal year 2026 (April 1 to June 30, 2026). Projects must be designed to attract overnight visitors and promote tourism. Eligible organizations within city limits may apply; the City Council makes final funding decisions. FY-2026 3rd QUARTER PROJECT FUNDING APPLICATION
PURPOSE
The City of Wills Point is calling for proposed tourism -related projects for Fiscal Year
2026 3rd Quarter (April 1, 2026 to June 30, 2026). Projects must be specifically designed
to attract overnight visitors to Wills Point. The call for projects is open to eligible
organizations located within the Wills Point city limits.
The City accepts applications from eligible organizations seeking funds to be used in the
development and promotion of tourism-related activities that are designed to promote
tourism and attract overnight visitors to the City of Wills Point.
GENERAL INFORMATION
The City’s use of funds collected through the Hotel Occupancy Tax (HOT) is governed by
Chapter 351 of the Tax Code. The primary use of these funds is intended to promote
tourism and the convention and hotel industry in Wills Point. The City of Wills Poin t is

PURPOSE
The City of Wills Point is calling for proposed tourism -related projects for Fiscal Year
2026 2nd Quarter (January 1, 2026 to March 31, 2026 ). Projects must be specifically
designed to attract overnight visitors to Wills Point. The call for projects is open to
eligible organizations located within the Wills Point city limits.
The City accepts applications from eligible organizations seeking funds to be used in the
development and promotion of tourism-related activities that are designed to promote
tourism and attract overnight visitors to the City of Wills Point.
GENERAL INFORMATION
The City’s use of funds collected through the Hotel Occupancy Tax (HOT) is governed by
Chapter 351 of the Tax Code. The primary use of these funds is intended to promote

TYPE A EDCS — DEVELOPING INDUSTRIES
The Type A sales tax is primarily intended for manufacturing and
industrial development. EDCs may use Type A revenue to fund land,
buildings, equipment, facilities expenditures, targeted infrastructure
and improvements for projects.
Wills Point EDC was established in April 1991 as a 4A Corporation under the
Development Corporation Act of 1979. As a 4A Corporation, the EDC receives
½% sales tax monthly from the state of Texas. This sales tax was created for
the main purpose of creating and retaining primary jobs. To date,
Wills Point EDC has assisted with growing over 500 primary jobs.
HOW TYPE A SALES TAX REVENUE CAN BE USED

❖ Commuter rail, light rail or commuter bus operations;
❖ Port-related facilities, railports, rail switching facilities, marine ports, inland ports; and
