BOARD OF COMMISSIONERS ___________________________________________________ WASHINGTON COUNTY SEWER DISTRICT MEETING ROGERS ISLAND VISITORS CENTER August 11, 2026 MEMBERS PRESENT: Ed Carpenter, Dan Hogan, James Maskell, Matt Traver, Dan Washburn, Mike Fiorillo MEMBERS ABSENT: Tim Fisher OTHERS PRESENT: Kevin Gorman; Executive Director Leah Whaley; Office Manager Matthew Fuller; Meyer, Fuller & Stockwell Mr. Traver called the meeting to order at 3:35pm. Roll call was taken. Mr. Traver asked if there were any additions or corrections to the minutes of 06/09/26. A motion to accept the minutes as written was made by Mr. Maskell, seconded by Mr. Washburn, all in favor and the motion carried. Verizon Tower- The District has started receiving Verizon’s lease payments of $1,350/month for the newly installed tower. This will help with cash flow in District No. 1. 2027 Budget- Mr. Gorman discussed the budget changes for 2027. He explained that the $25 million grant, if borrowed instead of grant, would be a payback of $833k a year. The district’s current debt levy that pays for projects is $690,000 per year. This puts the District in a good spot, instead of raising the Ad Valorem by another 10% this year, Mr. Gorman would like to recommend 0% increase to give the taxpayers relief. The O&M rates have increased by 5% every year and Mr. Gorman is recommending continuing with that. The commissioners were agreeable to both …

The Board of Supervisors convened in regular session at 10:07 AM at the County Office Building, Fort Edward, New York pursuant to Rule 1 of Rules of said Board. CHAIRMAN HENKE called the meeting to order and presided. Mrs. Clary offered the prayer. Mr. O’Brien led the Pledge of Allegiance to the Flag and read the Fire Safety Notice. Erin Carney, the 26-27 Washington County Dairy Princess gave a presentation on the importance of the dairy industry in Washington County. She thanked the Board for the work they do and invited them all to the milking contest at the Fair to be held on Friday, August 28th at 6 PM. 1 CONDENSED MINUTES MONTHLY BOARD MEETING JUNE 18, 2026 Fort Edward, New York, Thursday, June 18, 2026. The Board of Supervisors convened in regular session at 10:00 AM at the County Office Building, Fort Edward, New York pursuant to Rule 1 of Rules of said Board. CHAIRMAN HENKE called the meeting to order and presided. Mrs. Clary offered the prayer. Mr. O’Brien led the Pledge of Allegiance to the Flag and read the Fire Safety Notice. The Clerk called the roll: PRESENT: 14 Henke, Herrick, Hall, Fisher, Baker, Mumby, O’Brien, Campbell, Skellie, Hogan, Kerr, Clary, Wang, Rozell ABSENT: 3 Fedler, Dresden, Hahn Supervisor Wang & Senator Ashby presented Proclamations Honoring Sergeant Major Howard Arnold Waite of the Town of Granville, a distinguished veteran who will celebrate his 100th birthday on July 2, 2026. Dorothea Casey and Carman Bogle, members of the Daught ers of the American Re volution, presented a DAR 250th flag to the Board of Supervisors. Duane Vaughn, DSS Commissioner, introduced Kristin Chlopecki, Executive Director of the Tri- County United Way who gave a presentation on Asset Limited, Income Constrained, Employed (ALICE) households. The condensed minutes of the May 9, May 15 and June 2 , 2026 meetings were accepted as mailed. The Clerk read the communications.
