The Steele County Water Resource Board met on Tuesday, July 7th, 2026 at
8:00 AM at the Steele County Courthouse, Finley, North Dakota.

Steele County Chairman Ihry called the meeting to order at 8:06 A.M.
Approve Agenda
Motion was made by Manager Bergstrom to approve the agenda, seconded by
Manager Ihry, motion carried.
Approve Minutes
Motion was made by Manager Bergstrom to approve the minutes from General
Meeting on June 2nd, 2026, seconded by Manager Ihry, motion carried.
Dam Rehab Prioritization
Yaping Chi provided an overview of the dams located within the basin and
reviewed the Department of Water Resources' dam inspection program.
The Department of Water Resources conducts routine inspections based on
each dam's hazard classification:
• High Hazard Dams are inspected every three years.
• Medium Hazard Dams are inspected every six years.
• Low Hazard Dams are not inspected on a routine schedule but may be
inspected upon request.
Yaping noted that Steele County has two dams under its jurisdiction: Beaver
Creek Dam and Blabon Dam. The Upper Maple River Dam is owned and managed by
the Maple-Steele Joint Water Resource District.

Motion was made by Manager Thykeson to approve the agenda with the addition
of drone spraying, seconded by Manager Bergstrom, motion carried.

Motion was made by Manager Bergstrom to approve the minutes as amended from
the General Meeting on April 7th, 2026, seconded by Manager Thykeson,
motion carried.
Drone Spraying
Ethan Donaldson- Donaldson Precision Spraying joined the meeting. This is
his first-year with a drone. The rates are $250 per mile. The chemical
price would vary depending on the spray and vegetation. The drone is able
to get down to 6-8 feet if flying a slower speed. The drones hold 26
gallons of chemical per load and can cover 10-12 acres. There is a camera
on the drone. No recording would be available, but a data summary of the
spray would be available. Ethan would need to inspect the area prior to
spraying He is going to use the Steele County GIS website & provide a quote
for the board.

Motion was made by Manager Thykeson to approve the agenda with the addition
of Drain 2, seconded by Manager Bergstrom, motion carried.
Approve Minutes
Motion was made by Manager Thykeson to approve the minutes from the General
Meeting on January 13th, 2026, seconded by Manager Bergstrom, motion
carried.
Drain 2
Jay Showers joined the meeting to discuss seeding on Section 25. Moore
Engineering installed stakes marking the ROW. The stakes have been run
over. Moore Engineering will be re-stake the ROW, and Jay will re-seed the
ditch. Manager Thykeson will contact Cody Braaten to inform him of the
stakes and seeding that will be done this spring.
Motion was made by Thykeson to purchase grass seed mix to be re-seeding on
the Steele County Drain 2 ROW, Seconded by Manager Bergstrom, roll call
vote: Ihry-Aye, Thykeson-Aye, Bergstrom- Aye, motion carried.

Minutes
The Steele County Water Resource Board met on Tuesday, January 13th, 2026
at 9:00 A.M. at the Steele County Court House, Finley, North Dakota.
Board members present –Josh Ihry, Greg Thykeson and Tor Bergstrom
Others present - Cassie Tostenson – Nilson Brand Law, Tasha Krueger - Water
Board Secretary,
Chairman Ihry called the meeting to order at 9:03 a.m.
Approve Agenda
Motion was made by Manager Thykeson to approve the agenda with the addition
of Drain 8, seconded by Manager Bergstrom, motion carried.
Approve Minutes
Motion was made by Manager Thykeson to approve the minutes from General
Meeting on December 2nd, 2025, seconded by Manager Bergstrom, motion
carried.
Motion was made by Manager Thykeson to approve the minutes from Special
Meeting-Drain 1 on December 15th, 2025, seconded by Manager Bergstrom,
motion carried
County Audit
Jana Flaten joined the meeting to discuss the additional cost the North
Dakota State Auditors are proposing. The Water Board will follow what the
Commission agrees upon.
Fugleberg Land Group Construction Permit
The recommendations regarding the construction permit have been submitted.

FEMA Update
Drain 1 Outlet – NDDES and FEMA has approved mitigation and has been
obligated.
