The County Department of Environmental Protection will be responsible for enforcement within the boundaries of Garrett Park . Anyone noticing a possible violation of the County’s noise law can submit a complaint to the County Department of Environmental Protection using the online complaint form. In early July, battery-operated leaf blowers were purchased for use by the Maintenance Team. The cost of the equipment was approximately $7,800. Because of its importance to the fabric of the community, policies governing access to and use of Town Hall should be clear, transparent, and easy to administer. Over time, ambiguity in the Town Hall rental policies and inconsistent implementation have contributed to confusion and frustration.1 A clearer and more straightforward policy will improve consistency, reduce administrative burden, and help ensure Town Hall remains welcoming and accessible for the community it serves. Brief History In 1968, the Council appointed an ad hoc “Citizens Committee for the Management of the Town Hall as a Civic Center.” The committee met three times and presented a report to the Council in 1969. In the report, the committee recommended the following groups be accommodated in the following order of priority: 1) Town civic groups; 2) private groups in Town and Individual town residents; 3) activities sponsored by outside groups in the interest of the Town; and 4) neighboring communities with some preference given to immediately adjacent groups.
