Pursuant to the public comment policy, Those wishing to address the Board must sign up at the door
prior to the start of the meeting, verify you have reviewed the policy, and be a citizen of Oconee
County or a business owner of a business in Oconee County. Candidates for public office, at the time
of qualification until after the date of the election, may not address the Board. The Chair will call on
each qualified speaker in order. Those wishing to address the board will be asked to provide a first
name, last name, and an address. Each speaker’s comments shall be limited to three minutes with a

Chairman Daniell stated this is the first Public Hearing for the 2026 Tax Millage Levy. He gave the current
digest numbers, stating that the incorporated digest increased to $424,597,452 for 2026, with $19 million
of the increase related to real growth. The incorporated exemptions increased by $4 million. The
unincorporated digest increased to $3,520,900,575 billion for 2026, with $176 million of the increase
related to real growth. The unincorporated exemptions increased by $63 million. The Tax Commissioner’s
calculated roll back rates to only recognize real growth are: unincorporated -4.157, incorporated —4.984.
State law requires the gross millage rates to be the same for both unincorporated and incorporated areas.
The rate is then reduced by local option sales tax for all taxp …

Hanley called the meeting to order at 3:00 p.m.
Approval of Agenda: Shook made a move to approve the agenda, second by Davis. The vote was
unanimous to approve the agenda.
No corrections were made to the minutes from the May 22, 2026, meeting. Upon motion by Davis and
second by Shook, minutes from the May 22, 2026, meeting were unanimously approved.

2. Chiefs reviewed the potential Firefighter & Medical Responder roster. One career Firefighter and two
EMR recruit applications have been processed.
3. Chiefs reviewed the monthly training hours for May 2026.
4. Mike Towe noted the NPQ FF1 Course is going well with (6) FF1, (1) Support Driver, and (1) City
of Greensboro FF1 recruit.
III. Miscellaneous:
1. Bruce reviewed the list of non-certified fire truck drivers with the Chiefs. All Chiefs were encouraged
to get non-certified truck drivers checked off on driver training in 2026. The potential driver list was
revised again by the Station Chiefs.

FY27 Proposed Budget Public Hearing:
Finance Director Melissa Braswell presented the proposed FY27 Budget, stating the Budget supports the
mission of Oconee County and is designed to achieve the strategic goals set forth for the county.
The proposed FY27 General Fund Budget is $49,004,700, which is a balanced budget. She discussed the
FY27 General Fund proposed revenues and expenditures as compared to the FY26 budget, while detailing
some changes departmentally and by classification. The proposed budget is an increase of 7.22% over the
FY26 General Fund Budget and includes the new EMS Department funding.
The total proposed budget for FY27 is $85,493,242 to include capital, SPLOST and TSPLOST, special
revenue, and enterprise funds. This is 2.14% increase from prior year. Proposed revenues and expenses by
fund and function were presented. The budget will be balanced with some use of fund balance.
