FRIDAY, October 13, 2017
Councilman Taylor moved to enter into CLOSED SESSION in the Council Chambers of the
Municipal Building, 202 South 8th Street, Morehead City, N.C., during a Special Meeting of the
Council held on Friday, October 13, 2017, as per NCGS 143-381.1 l(a)(6) to Discuss a Personnel
Matter. Councilwoman Warrender seconded, and the motion carried unanimously (5-0).

EVALUATION OF CITY MANAGER R. RANDY MARTIN
Consistent with the terms of the City Manager's contract, the Council convened in
CLOSED SESSION to conduct the Manager's annual evaluation.
The Mayor made
introductory comments and each member of the Council commented on the City
Manager's performance during the past year. Each Councilmember offered feedback on
areas of improvement as well as accomplishments. The comments were favorable and
the Manager responded to each of the comments and thanked the Council for the
opportunity to continue to serve the community.
The Mayor and Council excused the City Manager from the CLOSED SESSION
to allow them to discuss compensation.
Councilman Horton MOVED, seconded by Councilman Ballou, and carried
unanimously, to return to OPEN SESSION.

Council held on Friday, October 27, 2017, as per NCGS 143-381.1 l(a)(6) to Discuss a Personnel
Matter. Councilman Walker seconded, and the motion carried unanimously (4-0).

offer has been declined and that all prior offers extended to him by the Council are withdrawn.
A meeting will be scheduled with Springsted/Waters to determine how to move forward
with the city manager search.

The Honorable Council of Morehead City held a Special meeting on Tuesday, July 21 ,
2026, in the Council Chambers at City Hall located at 1100 Bridges Street, Morehead City, North
Carolina.
Council Present:
Mayor Lee Stiles; Councilmembers Richard Abell, George Ballou,
William Taylor and Harvey Walker.
Staff Present:
City Manager Randy Martin, City Attorney Derek Taylor, Public
Services Director/ ACM Daniel Williams, Fire/EMS Chief Courtney
Wade, Police Chief Bryan Dixon, Public Information Officer Anna
Smith, Clerk Shawne Southard and a contingent of City personnel.
Mayor Stiles called the Special meeting of the Morehead City Council to order at 10:30
a.m. with a quorum present.
Mayor Stiles noted that Councilmember Nathan Chambers would be absent and invited a
motion to excuse his absence.
Councilmember Taylor made a motion to excuse Councilmember Chambers from the
Special Meeting. Motion was seconded by Councilmember Walker. Motion passed
unanimously. (4-0)
