Briefing on Emergency Management Building Projects
Mark Kriens, Director of Facilities and Construction, provided a briefing regarding
Emergency Management Building Projects. Discussion followed on 2026 budgeted repairs
for the Emergency Management parking lot, 2027 allocated funds for a new roof on the
Emergency Management facility, and the possible addition of additional square footage to
the proposed Highway Facility phase 2 project as well as the next steps. It was the
consensus of the building committee to look at the feasibility of the creation of additional
space at the Highway Facility.

Call to Order
The County Planning Commission was chaired by Commissioner Bonnie Duffy. The City Planning
Commission was chaired by Commissioner Bradyn Neises. Commissioner Duffy called the Joint
Minnehaha County and City of Sioux Falls Planning Commission meeting to order at 8:04 pm.

Commissioner Duffy opened the floor for public comment, and nobody moved to speak.

The Minnehaha County Commission convened at 9:00 AM on May 5, 2026, pursuant to

Kevin Hoekman, Senior Planner, was present for the public hearing and gave the second
reading for zoning text amendment 26-01 to amend the 2001 Revised Joint Zoning
Ordinance for Minnehaha County and City of Dell Rapids to update Article 24.00 Fees. The
Joint County and City of Dell Rapids voted unanimously to recommend approval of the
proposed fee update.
Chair Karsky asked for the proponents and opponents to speak on the proposed ordinance
