Minnehaha County sets bridge weight limits, approves $215K equipment purchase

Minnehaha County commissioners set new legal weight limits on 14 county bridges and approved a $215,397 purchase of spreader and plow truck equipment at their Aug. 4 meeting. The board also approved $2.6 million in bills and scheduled public hearings on two rezoning requests.

Bridge and Highway Actions

At the Aug. 4 Board of Commissioners meeting, the board adopted Resolution MC26-32, establishing legal weight load limits on 14 structures (5-0). It also approved a $215,397.00 purchase of spreader and plow truck equipment from TBEI (5-0).

The board approved a $69,662.38 STOP-P Grant Funds Sub-Recipient Agreement (5-0) and authorized signing of the HIDTA Program 2026 Subrecipient Agreement (5-0). Bills to be paid totaled $2,604,028.38 (4-0).

Planning and Zoning

The Planning Commission met July 27 and recommended denial of Rezoning 26-06, which would have changed property in Split Rock Township from A-1 Agricultural to RR Rural Residential (5-0). The commission approved several other items on its consent agenda, all by 6-0 votes:

• CUP 26-40 for an Accessory Dwelling Unit in Wall Lake Township
• CUP 26-41 to exceed 3,600 sq ft accessory building area in Brandon Township
• CUP 26-43 for an Accessory Dwelling Unit in Brandon Township
• CUP 26-44 for a Horse Therapy home occupation in Split Rock Township
• CUP 26-45 for a Car Detailing home occupation in Logan Township
• Rezoning 26-07 from A-1 Agricultural to C Commercial in Red Rock Township
• Final Development Plan 26-01

The Joint Minnehaha County and City of Sioux Falls Planning Commission also met July 27. It approved minutes from May 18, 2026 (County 6-0, City 5-0) and acknowledged the withdrawal of Rezoning 26-01 for Lot 1 & Lot 2 Sundermann Addition in Benton Township (County 6-0, City 5-0).

The Joint Board of Adjustment denied Variance 26-01 to reduce a side yard setback from 10 feet to 0 feet in Split Rock Township. The county commission voted 4-1 to deny; a subsequent city motion failed 0-5. The board also approved minutes from Sept. 23, 2019 (County 5-0, City 5-0).

Election Certification

The Board of Commissioners met July 31 as the Primary Runoff Election Canvassing Board. It certified the July 28, 2026, Primary Runoff Election Canvas results (5-0) and selected precincts 01-17, 05-07, VP-09, and 04-18 for a post-election audit. The board entered executive session at 9:15 a.m. (5-0).

Public Hearings Scheduled

At the Aug. 4 meeting, the board scheduled public hearings for Rezoning #26-06 and #26-07 for Aug. 25, 2026 (5-0).

County planning bodies act on rezonings, setbacks; commissioners set to certify election and weigh $215K plow truck

The Minnehaha County Planning Commission recommended denial of a rezoning request in Split Rock Township and approved seven other land-use items on July 27, 2026, while a joint county-city board denied a variance that would have eliminated a side yard setback.

Planning Commission: Split Rock rezoning recommended for denial

The Planning Commission approved eight consent items, all by 6-0 votes, including conditional use permits for accessory dwelling units in Wall Lake Township and Brandon Township, a horse therapy home occupation in Split Rock Township, a car detailing home occupation in Logan Township, and a rezoning from A-1 Agricultural to C Commercial in Red Rock Township.

The commission recommended denial of Rezoning 26-06, which sought to change property in Split Rock Township from A-1 Agricultural to RR Rural Residential. That vote was 5-0.

Joint Board of Adjustment: Setback variance denied

The Joint Minnehaha County and City of Sioux Falls Board of Adjustment denied Variance 26-01, a request to reduce a side yard setback from 10 feet to 0 feet in Split Rock Township. The County board voted 4-1 to deny, and the City board voted 0-5 to deny.

The joint body also approved meeting minutes from September 23, 2019, with both the County and City voting 5-0.

Joint Planning Commission: Benton Township rezoning withdrawn

The Joint Minnehaha County and City of Sioux Falls Planning Commission approved minutes from May 18, 2026 (County 6-0, City 5-0) and acknowledged the withdrawal of Rezoning 26-01 for Lot 1 and Lot 2 Sundermann Addition in Benton Township (County 6-0, City 5-0).

Board of Commissioners: Landfill hearing, highway transfer on agenda

The Board of Commissioners held a July 21, 2026, meeting that included a public hearing on Solid Waste Permit 26-01 for the renewal and expansion of the Sioux Falls Regional Sanitary Landfill. The agenda also listed a motion to adopt a resolution transferring jurisdiction of County Highway 103 to Valley Springs, a special-event consume-and-blend beverage license for an event on October 9, 2026, and authorization for the Commission Chair to sign an assignment of the Construction Manager at Risk Agreement from Henry Carlson Construction to J.E. Dunn Construction. Minutes for this meeting have not yet been published, so outcomes are not available.

The commission was scheduled to meet July 31, 2026, to certify the results of the July 28, 2026, Primary Runoff Election and select precincts and contests for the post-election audit under SDCL 12-17B-20. Minutes are not yet published.
