City Manager Janelle Booth explained that while the minutes as written were factually
correct in noting Councilor Mike Hickam’s comments about reducing the City’s
property tax rate, she wished to add a clarifying footnote to prevent confusion for future
staff or readers who might rely on those minutes. She provided the following corrected
historical context for the record:
e The City's permanent tax rate was established by the State following Ballot
Measure 50 in 1997 at $3.50 per thousand, and was not a voter-approved rate.
¢ Beginning in 2008, the city levied $1.70 per thousand for sewer projects.
e In 2011, that $1.70 was redirected to the general fund to offset revenue lost
following the mill closure.
e The full $3.50 per thousand rate was levied beginning in 2018 when Millersburg

focus on what the City's experience might be with Ziply as a community partner.
