Planning and Zoning Board - Study Session

Planning and Zoning Board - Public Hearing
The Mesa Planning and Zoning Board will hold public hearings on two major development proposals, including a 750-acre boundary adjustment near Elliot Road and a new 261-unit apartment complex at Eastmark. The board will also review proposed updates to the city's zoning code covering accessory dwelling units, electric vehicle charging stations, data centers, and landscaping standards. These recommendations will later go to City Council for final adoption.

The Planning and Zoning Board will discuss and make recommendations to the City Council on two significant zoning cases. One involves a private school at 3761 South Power Road, and the other involves a tire shop at 1609 West University Drive requiring a General Plan Amendment and rezoning.

Design Review Board
The Design Review Board will vote on a design review and alternative compliance for the Longbow Mixed-Use project, which proposes a hotel and future commercial development on 3.3 acres near Recker and Longbow. They will also discuss preliminary design reviews for a vehicle sales expansion on East Main Street and a new office building at McDowell and Val Vista. The meeting includes approval of previous minutes and a staff update.

Economic Development Committee
This is a study session where the Economic Development Committee will hear presentations and discuss several ongoing initiatives. Topics include Spring Training 2026, downtown Mesa projects, a Redevelopment Toolkit, arts and culture economic impact, and the citywide economic strategic planning process. Visit Mesa will also report on how public funds are being used to support economic development goals. No formal actions are scheduled.

City Council Study Session
The City Council will discuss and provide direction on a proposed development agreement and government property lease for a new AC by Marriott hotel. They will also consider appointments to various boards and committees.

Mesa City Council will act on a consent agenda covering 13 liquor license applications for bars, restaurants, stores, and a farm winery across all six districts. The council will also vote on several contracts, including a $10.9M annual contract for electric utility transformers, a $1.4M playground renovation at two parks, and a $21.1M light rail operations funding agreement with Valley Metro. A resolution to lease a City-owned downtown property at 111 West Main Street as a restaurant and food business incubator is also on the agenda.
