Presentations: Matilda Larson from St. Lawrence County Planning Board presented a proposal for a solar
powered bus shelter at the Massena Public Library. This would require installation of a concrete pad and a ten-
year maintenance plan.

The Massena Electric Utility Board hereby approves the minutes of the regular meeting
of June 22, 2026 as presented.

2) OPERATIONS UPDATE: by, Matt Gray, Deputy Superintendent
A. Safety: MED has not had a lost time injury since June 8th, 2022. The number of consecutive
days without a lost time accident now stands at 1,482 days.
As of June 30th 2026, MED has been 739 days without a reportable injury. MED experienced a
reportable injury on June 20th, 2024 when an Employee cut their forearm while stripping wire.
The Employee is currently working with no lingering effects from the injury.
B. Customer Impact Chart: MED Customers experienced 135,388 Customer Impact Minutes
(CIM) throughout the month of June. The largest CIM contributors in June were the result of a
tree contact following a wind event on County Route 45 resulting in a downed primary
conductor and a stick contact from a nesting bird on Pontoon Bridge Road. The 12-month
average has increased to 24,673, up from 14,469 last mon …

A hearing opened at 5:15 PM for T-Mobile, regarding 21 Bowers Street to hear a use variance to install
a backup generator for cell tower service.
Discussion/Questions/Concerns:
● Project is outside the county referral area.
● Neighbors from Temple Street & Bowers Street were present.
● T-Mobile is seeking to install a 48 KW Diesel generator on a 4x10 pad next to the existing
shelter, said generator’s tank would be double walled and on leased land from the Village of
Massena. Generator would run two 12 minute tests, biweekly (4x month), during the day, and
would only be run full time as an emergency backup.
● It would be an emergency backup generator for the current equipment on site, and the original
install was done through prior board action. Prior agreement was done in May of 2006 for the
agreement to install on the tower. …

Board Member Dobbins called the meeting to order at 4:05 p.m.

Financial Reports
Mr. Dobbins reviewed the Draft statements as of June 25, 2026. Current assets, primarily money held at
Community Bank, totaled $86,800. Statements show no liabilities at this time. Expenses since the last
meeting only included payments for QuickBooks monthly fee and PO Box fee.
Committee Reports
Governance and Operations Committee – Mr. Dobbins noted that the committee did not meet since the
last meeting.
Finance and Infrastructure Committee – Mr. Dobbins and Mr. Mittiga met with Eric Gustafson to discuss
the BDC’s options related to the property owned in the industrial and the rail spur. Both indicated the
meeting was very helpful. Mr. Gustafson informed them that since the BDC was a not-for-profit, any sale
of property would need to be approved by the attorney general. The main concern is that the property was
sold for fair market value. To assure that this threshold is met, Mr. Gustafson recommended that the BDC
get an appraisal of the property.

A. Safety: MED has not had a lost time injury since June 8th, 2022. The number of consecutive
days without a lost time accident now stands at 1,452 days.
As of May 31st 2026, MED has been 709 days without a reportable injury. MED experienced a
reportable injury on June 20th, 2024 when an Employee cut their forearm while stripping wire.
The Employee is currently working with no lingering effects from the injury.
B. Customer Impact Chart: MED Customers experienced only 470 Customer Impact Minutes
(CIM) throughout the month of May. The largest CIM contributors in May were the result of a
