Citizens Common Council and City employees I'm pleased to present the city of Manitowoc's 2027 Executive Budget for your consideration. Every year developing a municipal budget becomes more challenging. Cities continue to rely more heavily on property taxes as a primary revenue source while having limited flexibility on restrictions. At the same time Manitowoc faces the same inflationary pressures come a rising costs and workforce challenges that impact households and businesses throughout our community. The cost of providing essential services continues to increase yet our responsibility remains the same, to deliver those services efficiently while being good stewards of taxpayer dollars. A. Tegen provided background on the unique nature of the request. He
shared placement and materials as proposed by the applicant. He stated
that while the use is permitted, staff recommends building upgrades
including utilizing masonry product and cement board on the right-of-way
facing facade. Utilizing metal for sides and roof would be acceptable as
proposed.
D. Tienor asked about the parking area. The applicant shared that there is
gravel, but there the area is about half concrete as revealed when moving
the gravel. He also added that Washington Street will the only access point.

Amanda Sieracki 1415 Michigan, stated they were here one year ago and since
then did some research with other communities with similar projects. She is
asking the City to explore alternatives. Fish Creek replaced storm sewer and
replaced utilities and preserved their trees.
Biff Hansen, 1502 Michigan, thanked Committee for delaying the project. He
voiced his concerns with meeting in Spring and then he felt as if everything
changed from what was discussed and were told what was going to happen
with project. He said this is a historical neighborhood and we should work with
the State to preserve that. He would like the City to look at another way of doing
this project.
Conor Benham, 1304 Michigan, was present and said he was told this was
following a Complete Streets Resolution. He doesn't understand why we need
to widen the street. Are we operating under the Resolution and if so, can we

There was, we had conversations offline about what to expect, but the request was pretty much similar to, or exactly the same. interpretations of the Plan Commission's recommendation is put forth to
Council.
