I. CALL TO ORDER
Chairperson Bailey called the meeting of the Ionia Planning Commission to order at 4:30 PM.
II. ROLL CALL
Roll call revealed a Quorum with Planning Commissioners Logan Bailey, Michael Donaldson,
Ryan Gregory, Keturah Kelley, Tim Lee, Jordan Parham, and Judy Swartz present.
III. APPROVAL OF AGENDA
Chairperson Bailey made a motion, seconded by Planning Commissioner Gregory, to amend the
agenda to include the Oath of Office for Commissioner Parham and subsequently approve the
amended agenda.
MOTION CARRIED BY VOICE VOTE.
IV. OATH OF OFFICE
Assistant City Manager Bowman administered the oath of office to newly appointed
Commissioner Jordan Parham for an unexpired partial term through December 31, 2026, on the
Planning Commission.

I. CALL TO ORDER
Chairperson John Krueger called the meeting of the Ionia Downtown Development Authority to
order at 8:00 AM.
II. ROLL CALL OF MEMBERS
Roll call revealed a Quorum with Board Members John Krueger, Mark Ludema, Tricia Meyers,
Dustin Sommer, Benjamin Weller, Ryan Wilson present. Board Members Taryn Altobelli, Precia
Garland, Zachary Sheehan were absent.
III. PUBLIC COMMENTS
Chamber Director Wilson noted the upcoming Ribbon Cuttings happening at the fairgrounds at the
end of the week, hosting Kid's Day at the fair, Coffee and Connect in Portland and their latest lunch
and learn with Samantha Ringler.

Chairperson Bailey called the meeting of the Ionia Planning Commission to order at 4:30 PM.

Assistant City Manager Bowman announced that Commissioner Jason Perry had submitted a letter
of resignation.
Roll call revealed a Quorum with Planning Commissioners Logan Bailey, Michael Donaldson,
Keturah Kelley, and Tim Lee present. Commissioners Ryan Gregory and Judy Swartz were absent.

With no changes or additions, Planning Commissioner Lee made a motion, seconded by Planning
Commissioner Donaldson, to approve the agenda as presented.

City Manager Precia Garland presented the proposed FY2026-2027 City Budget to City Council.
Garland described the difficult financial position the City will be in due to the General Fund's
anticipated loss of $1,528,500 in state fire protection funding. She noted that even with a 12.9%
reduction in the General Fund's expenses, there would still be an $823,000 gap. Garland requested
policy guidance from Council on how to address the gap.

I. CALL TO ORDER
Chairperson Krueger called the meeting of the Ionia Downtown Development Authority to order
at 8:02 AM.
II. ROLL CALL OF MEMBERS
Roll call revealed a Quorum with board members Taryn Altobelli, Precia Garland, John Krueger,
Mark Ludema, Tricia Meyers, Zachary Sheehan, Dustin Sommer, and Ryan Wilson present.
III. PUBLIC COMMENTS
IACC Director Wilson reviewed upcoming IACC activities. City Clerk Bowman administered the
oath of office to Member Ludema.
