Solid Waste Review – Cost Analysis 1 0:00 a.m. – Treasurer Alisa Garcia and Refuse Supervisor Jason Peterson were in attendance . County Treasurer Alisa Garcia presented an analysis of the Solid Waste Enterprise Fund and its long-term financial sustainability. Mrs. Garcia explained that, under governmental accounting standards, enterprise funds are intended to be self-supporting through user fees rather than General Fund subsidies. The Solid Waste Department operates six transfer sites, employs 14 staff members, and has experienced significant increases in operational costs, including vendor services, hauling, fuel, and disposal fees. Key findings included:  Vendor costs have increased substantially in recent years, including a 20.81% increase in disposal costs and a 53.74% increase in hauling costs over the last five years.  Solid waste tonnage has increased by approximately 1,000 tons annually since 2019.  The department's expenses have exceeded revenues, requiring General Fund transfers in four of the past six years, each exceeding $500,000.  The department's annual operating expenses totaled approximately $1.76 mill …
