Equity and Empowerment Commission
Equity and Empowerment Commission presents Evanston Equity Scorecard
The commission is introducing the Evanston Equity Scorecard, a tool used to evaluate city projects, policies, and practices through an equity lens. The document outlines the process for project leaders to submit information and for commission members to review and vote on recommendations.
- Establishment of a 10-point criteria review process for city proposals
- Requirement for three commission members to conduct independent reviews of scorecards
- Application of the scorecard to budget allocations, zoning changes, and tax abatements
- Creation of a final recommendation scale ranging from 'Strongly Support' to 'Do Not Support'

Evanston Equity Scorecard
Introduction
The Equity Scorecard is a tool for Evaluating Projects, Policies, and Practices through an equity lens.
It was created by the Evanston Equity & Empowerment Commission with input from the Evanston
City Council and community partners and inspired by frameworks including Race Forward's Racial
Equity Impact Assessment Toolkit, the Twin Cities Equity Scorecard, and Evanston District 65
Equity Rubric.
Equity, as defined in this document, refers broadly to race, income, disability, gender identity, age,
language access, and more.
The Evanston Equity Scorecard should be utilized when making referrals for City Council
consideration to ensure equity is intentionally being considered and is embedded in the
development, evaluation, and implementation of City policies, programs, and practices.
This includes, but is not limited to:
● New project development
● Policy or ordinance drafting
● Housing development
● Changes to land use and zoning
● Budget allocations
● Public subsidies
● Tax abatements
● Strategic planning
● Community engagement process
design
The Scorecard establishes a transparent process to identify potential inequities and engage those
most impacted by decisions.
