1. Tree Removal Ordinance
As a result of a resident’s recent concern about a neighboring property removing trees on their private
property and the resident requesting that the City do something to stop the removal of trees, Councilmember
Fox requested a discussion about potentially regulating the removal of trees from private property.
2. Veteran’s Exemption
New York State recently amended Real Property Tax Law §458-a to provide a full 100% property tax
exemption on the primary residence for qualifying veterans with permanent and total disability related to
their military service. Municipalities have the option to adopt this exemption. Tina Rados, City Assessor,
will be in attendance to present on the changes and provide the Council with information to make an
informed decision regarding the adoption of the exemption.

1. WRRF Capital Planning Update
The City contracted with Larson Design Group to complete a comprehensive, plant-wide capital
improvements study including the evaluation of flows and loads, assessment of existing infrastructure,
identification of long-term facility needs, development of a prioritized capital improvements plan, and
support updates to intermunicipal agreements. This work has been on-going and a representative Larson
Design Group will be in attendance to provide an update along with some grant applications (below) that

1. Tick-Borne Disease Awareness
In 2025, the Environmental Committee initiated efforts to protect residents from a host of diseases caused
by tick bites. Those efforts include the creation of an Ad Hoc Tick-Borne Diseases Education and
Prevention Committee. The members of the Ad Hoc committee will be introduced. The Environmental
Committee will also hear from three members of the community who will share their personal
experiences with chronic Lyme disease. Ticks are now active, and the community must be vigilant as they
begin spring clean-up of their yards and gardens and venture into nature.

Chairman Hitchcock called to order the Regular Meeting of the City Planning Commission at 7:00 P.M.
APPROVAL OF MINUTES:
Chairman Hitchcock asked if anyone had any additions or corrections to the February 11, 2026 Meeting
Minutes. Commissioner DeMuzio moved to approve the minutes as submitted. Commissioner Poteet
seconded the motion, which carried by unanimous voice vote (7-0).

Sky Ferguson presented the application. She submitted a layout of the home, including measurements of
the bedrooms and common areas. It is currently arranged with three bedrooms upstairs and three down.
