Finance Committee: $35.7M library bond on the table

On June 24, the Finance Committee was scheduled to recommend a $35,706,091 bond authorization for a new Town Library at 1175 Route 28 in South Yarmouth. The project would require a two-thirds vote to access a $13,438,478 Massachusetts Public Library Construction Program grant. The remaining $22,267,613 in obligation would apply after the grant. Borrowing is contingent on a debt-exclusion vote.

Zoning Board of Appeals: Six affordable homes proposed

On June 25, the Zoning Board of Appeals was scheduled to consider a comprehensive permit petition from Habitat for Humanity of Cape Cod, Inc. (Petition 5240) to construct six low- and moderate-income homes at 1121 Route 28 #B under M.G.L. Chapter 40B. The applicant requested waivers for lot size, setbacks, parking, and stormwater management.

Planning Board: Short-term rental amendments discussed

On July 1, the Planning Board was scheduled to discuss proposed amendments to the Short-Term Rental bylaw, including capping owner registrations at one unit (down from two), banning short-term rentals in accessory apartments and accessory dwelling units, requiring annual registration and inspections, and debating whether to extend a sunset clause beyond November 30, 2026. The board was also set to consider modifying the Accessory Dwelling Unit bylaw to comply with the state's Affordable Homes Act and to receive a status update on the Mattacheese Utilization Project.

Select Board: Alcohol licenses and Special Town Meeting

The Select Board met June 23 and June 24. On June 23, the board was scheduled to hold a public hearing on a new seasonal hotel all-alcohol retail license for Blue Rock Resort at 39 Todd Road, South Yarmouth, and to discuss or vote on a Section 12 licensee pilot program for late-night service. A vote was scheduled on a pledge of inventory/collateral for Oliver's & Planck's Tavern at 6 Bray Farm Road, Yarmouth Port. The board also planned to discuss sign wording for Sandy Pond Recreation Area and consider appointments, including Marie McHugh to the Energy Committee and reappointments to the Board of Assessors and Conservation Commission.

On June 24, the Select Board was scheduled to discuss an article for an upcoming Special Town Meeting, with the meeting set to recess at 6:00 p.m. for the Special Town Meeting itself.

Old King's Highway Committee: 10 property alteration requests

On June 22, the Old King's Highway Historic District Committee was scheduled to hold public hearings on nine new applications for Certificates of Appropriateness, covering exterior changes such as siding, fences, roofs, and decks. A tabled application (26-A031) for a new single-family dwelling at 338 North Dennis Road was also on the agenda. Other applications included siding, trim, doors, fence, and roof replacement at 14 Many Oaks Circle (26-A065); an addition and exterior replacements at 24 Minnetuxet Way (26-A069); a shed at 359 Route 6A (26-A066); and a rear deck at 102 Starbuck Lane (26-A073).

Conservation Commission: 12 projects reviewed

On July 2, the Conservation Commission was scheduled to review permit applications for projects in environmentally sensitive areas, including a redevelopment at 703 Route 28 in LSCSF, riverfront, and coastal bank buffer zones; a new dwelling with ADU at 286 South Sea Avenue in LSCSF and NHESP habitat; and an after-the-fact patio filing at 689 Willow Street in riverfront and LSCSF. Seawall reconstructions at 7 Tide Lane and 14 Compass Drive were continued to July 16.

Annual registration and inspections would also become mandatory under the draft. The board also reviewed revisions to the Accessory Dwelling Unit bylaw to align with the state’s Affordable Homes Act, and received an update on the Mattacheese Utilization Project.

The Select Board held a packed June 23 session that included a public hearing on a new seasonal all-alcohol hotel license for Blue Rock Resort at 39 Todd Road, and discussion of a pilot program allowing late-night alcohol service. Also on its plate: a vote on a pledge of inventory for Oliver’s & Planck’s Tavern, wording for a Sandy Pond Recreation Area sign, and appointments to the Energy Committee, Board of Assessors, and Conservation Commission.

Seawall reconstructions at 7 Tide Lane and 14 Compass Drive were continued to July 16.
