City Council approves school panic-button grant in 4-3 vote; other boards act on zoning, roofs

The Wichita City Council approved a grant application for a school panic-button system in a 4-3 vote, adding a condition that the city develop a cost-sharing partnership with USD 259 if the grant is awarded. The council also approved a separate grant for street-based behavioral health treatment and deferred two items to later meetings.

City Council actions

In other action, the council approved the consent agenda items 1-15 except items 4 and 9 (7-0), approved the Board of Bids and Contracts report and contracts (7-0), canceled the Nov. 17 meeting and moved the Nov. 10 meeting to 6 p.m. (7-0), and approved the Aug. 4, 2026 meeting minutes (7-0).

Other board decisions

The District 2 Advisory Board unanimously recommended that the City Council adopt the Downtown Wichita Action Plan, a draft proposal to guide downtown development. The board also approved several zoning and conditional use permits, including the Ignite 96 development and a tattoo parlor zone change, all by 7-0 votes.

The Delano Design Review Committee reviewed three applications for replacing composition shingle roofs in kind and determined all three to be exempt from design review. No other substantive decisions were made.

At its Aug. 17 meeting, the Delano Design Review Committee reviewed a request to demolish a portion of the Kansas Masonic Home and a request to demolish and rebuild a garage, but no votes or formal actions were taken. Wichita City Council denies zone change, rejects change-order threshold increase

The Wichita City Council on Aug. 4 denied a request to rezone 2901 North Fountain Avenue from single-family residential to general commercial, which would have allowed outdoor storage. The council voted 7-0 against the change. In a separate 3-4 vote, the council failed to approve a charter ordinance that would have raised the city manager's change-order approval threshold from $50,000 to $100,000.

The District 5 Advisory Board recommended adoption of the Downtown Wichita Action Plan and approved a zone change for the Cadillac Lake residential development, both by 8-0 votes, at its Aug. 3 meeting. The board also received reports from city police, fire, library, and parks departments.

District 5 Advisory Board

The board voted 8-0 to recommend the Downtown Wichita Action Plan for adoption and 8-0 to approve the staff recommendation with conditions for PUD2026-00013 (Cadillac Lake Residential PUD). It also approved its July 6 agenda and June 2 minutes.

Food and Farm Council

The council approved its June 2 agenda and May 5 minutes, each by 8-0 votes, and approved a motion to cancel its July meeting. Members discussed potential administrative regulations for animal maintenance permits and plans for an annual report to the City Council. A separate entry for the same body contained only a sign-in page and no decisions.

Wichita meeting roundup: Council approves July minutes; $2.8B capital plan and downtown action plan under review

The Wichita City Council approved minutes from its July 14 regular meeting on a 6-0 vote during its July 21 session, the only formally recorded decision among recent city meetings.
