Ventura County supervisors approve 30% sewer rate hike for Moorpark district
The Ventura County Board of Supervisors approved a 30% increase to monthly sewer and reclaimed water rates for Waterworks District No. 1 (Moorpark) for fiscal year 2026-27, with a further 23% increase set for 2027-28. The board also directed staff to proceed with a new medical office building and expanded access care center for the Santa Clara River Valley. The decisions came at the board's Aug. 18 regular meeting.
Board of Supervisors (Aug. 18)
The board approved the rate increases for the Moorpark district, which cover sewer service charges, reclaimed water rates, and reclaimed water service charges. The resolution continues collection unless written protests from a majority of affected property owners are received.
In a separate action, the board directed staff to proceed with Option 2 — a Medical Office Building and Expanded Access Care Center — as the future service model for county-provided health care in the Santa Clara River Valley.
The board also approved consent items 9-33, including:
- A $6.564 million job order contract to Waisman Construction for electrical work.
- A $2.7 million FEMA grant application for firefighter protective equipment and training.
- $14.89 million in expenditures for Ventura County Health Care Plan medical services providers.
- A $150,000 legal services agreement for the Piru Wastewater Treatment Plant upgrade.
- An $87,500 additional contribution for emergency shelter cost-sharing with Santa Paula and Fillmore.
- Creation of the Oak View Park and Resource Center Benefit Assessment Oversight Committee.
Air Pollution Control Board (Aug. 11)
The Air Pollution Control Board approved a grant agreement not to exceed $499,413 to purchase and install five Tellus TP-EVPD-360KW DC fast chargers with DynaChrg. The vote was 10-0.
The board also approved a first amendment extending the project completion date for indoor air purifiers in Ventura County schools to June 30, 2027 (10-0), adopted a resolution declaring Oct. 7, 2026 as Clean Air Day (10-0), and received and filed a status report on a federal EPA grant application (10-0). Minutes from the June 23 meeting were approved 7-0.
Other recent meetings
The Election Advisory Committee met Aug. 12 with an agenda that included discussion of prior public comments, an informational report on a Supreme Court decision regarding mail-in ballot counting, and a compliance officer job description. No decisions were made.
The Local Agency Formation Commission (LAFCo) met Aug. 19 with an agenda that included approval of minutes, budget reports, an audit contract not to exceed $11,077, and annexation of 414 Riverside Road to the Ventura River Water District. A public hearing on the 2026 Conflict of Interest Code was also scheduled.
The Planning Commission met Aug. 20 to discuss informational items on Accessory Dwelling Unit tools and a report on Local Coastal Program provisions for protecting constitutional property rights. No final decisions were expected.

The Assessment Appeals Hearing Officer will meet Aug. 24 at 9:30 a.m. to hear 50 property assessment appeals. Many cases have been postponed or continued multiple times, and several have preliminary stipulations on file.
