Venango County commissioners approve $4.45M in warrants, human services contracts

The Venango County Commissioners approved $4,448,594.38 in fiscal warrants and 15 human service contracts at their Aug. 11 meeting, the most consequential decisions in the past two weeks. The Retirement Board and Election Board also met that day, while the Planning Commission and Economic Development Authority held agenda-only meetings on Aug. 18.

Commissioners

The commissioners unanimously approved the Human Services Agenda (Attachment C), which includes 15 contract renewals and new agreements for services such as foster care, group homes, and nutritional programs, plus amendments and addenda. They also approved $4,448,594.38 in fiscal warrants (Attachment D) and personnel actions (Attachment E) covering new hires, promotions, and separations.

Other unanimous actions included a county animal policy, an agreement with the City of Oil City for a 911 director, and the exoneration of real estate taxes for 123 Howard Street in Franklin. The board also revoked a Prison Board of Inspectors resolution and approved a ScaryTree Acres item.

Retirement Board

The Retirement Board approved the entry of seven employees into the retirement fund system and authorized four contribution withdrawals totaling $18,055.92. All items passed unanimously.

The board approved two superannuation retirements: Diona L. Brick, with a monthly annuity of $2,871.70, and Elaine Dunlap, with a monthly annuity of $288.03 plus a lump sum of $18,859.19. It also noted that Jessica Elder vested pension funds with the county effective July 10, 2026, and corrected Mark T. Seigworth's monthly annuity to $2,995.81.

Election Board

The Election Board approved voter registration statistics and election updates as presented, along with minutes from its July 14 meeting. The meeting was procedural and adjourned after about three minutes.

Planning Commission and Economic Development Authority (Agenda Only)

Both boards met Aug. 18, but minutes have not yet been published. The Planning Commission agenda includes discussion of a Subdivision and Land Development Ordinance (SALDO) amendment, the annual report, and approval of June 16 meeting minutes. The Economic Development Authority agenda includes a financial report with proforma review, ongoing project updates, and public comment periods.

Venango County commissioners ratify juvenile detention pact; polling site moved for Rockland Township

The Venango County Commissioner Board ratified an agreement for juvenile detention services with Jefferson County, Ohio, during its July 14, 2026 meeting, part of a busy day that also saw the Election Board move a Rockland Township polling location and the Retirement Board add a dozen employees to the county retirement fund.

Commissioner Board

Commissioners opened the July 14 meeting by approving an amendment to the agenda that added four items, covering court administration, park contracts, and consulting. That motion passed unanimously, as did approval of the minutes from the June 9, 2026 meeting.

The board then ratified an agreement for juvenile detention services with Jefferson County, Ohio, a Court Administration item that passed with a unanimous vote. No dollar figure or contract term was included in the minutes.

Election Board

The Election Board, meeting the same day, approved its June 9, 2026 minutes unanimously and then voted to change the Rockland Township polling location from the Rockland VFD to the Rockland United Methodist Church. The motion passed unanimously. The board adjourned immediately after.

The change means Rockland Township voters will cast ballots at the Rockland United Methodist Church going forward, replacing the Rockland VFD as the designated site.

Retirement Board

The Retirement Board handled a full agenda on July 14, starting with unanimous approval of the June 9, 2026 meeting minutes.

The board accepted Attachment A, which adds 12 employees to the Retirement Fund System and authorizes check payments to 16 retirees on July 31, 2026. Retiree payment amounts range from $355.95 to $40,749.27. Both actions passed unanimously.

The board approved the superannuation retirement of Mark T. Seiqworth, effective June 21, 2026, with a monthly annuity of $2,999.90. That motion passed unanimously.

Members also recorded the death of retiree Carlotta A. Fox on May 20, 2026. The minutes note that no benefit is payable in that case. The motion passed unanimously.

The board confirmed that seven members — James Smith, Brendan Domres, Terry Looney‑Stevens, Joel Mackler, Christopher Pollitt, Collyn Sigler, and Rekina Smith — failed to file withdrawal documents, so their deductions will be withdrawn per policy. That motion also passed unanimously before the board adjourned.
