Cedar City boards weigh lighting, cemetery, and water fee items

Cedar City boards and commissions met over the past two weeks to consider a range of items, including a $281,700 street lighting project, a $282,664 cemetery renovation bid, and a proposed increase in water meter fees. No decisions have been published yet; minutes from these meetings are pending.

Historic Preservation Commission (Aug. 11)

The commission met to review a public request for a historic marker for the Thorley building, submitted by Howard Thorley, and to discuss a 7up sign. The agenda also included approval of minutes and other routine business.

City Council (Aug. 12)

The council considered several action items, including:

• A zone change from R-2-2 to Central Commercial near 1133 S Main St.
• A General Plan change from Rural Estates to Business/Light Manufacturing and from Central Commercial/High Density Residential to Industrial/Heavy Manufacturing near 800 N Iron Springs Rd.
• A $25,000 annual purchase of Flock insurance.
• An agreement with UDOT for the Fiddlers Canyon Trail Extension.
• A bid of $282,664 for Cemetery Renovation Phase 4.

Redevelopment Agency (Aug. 12)

The agency considered a single business item: approving a bid from Silver Sage Construction for $281,700 for the South Main Street Lighting Improvements Phase 3.

Airport Board (Aug. 13)

The board received updates from SkyWest, Ardurra, TSA, BLM, FBO, SUU, and Woolpert. SkyWest reported enplanements of 914 in June 2026, 1,182 in July 2026, and 6,739 year-to-date. The board also discussed the Snow Removal Equipment Shop, Terminal Office Expansion, and CCTV expansion, and considered a TSA GSA Lease Agreement as an action item.

City Council Work Meeting (Aug. 19)

The council reviewed staff recommendations on vehicle purchases and other items:

• A bid from Bradshaw Chevrolet for $54,590.25 for one work truck.
• A bid from Bradshaw Chevrolet for $111,776.75 for two work trucks.
• A bid from Ditch Witch of the Rockies for $53,323.55 for a hydro excavation trailer.
• A resolution to amend the Consolidated Fee Schedule to increase water meter fees.
• Disposal of city property and an easement to UDOT for the South Interchange Project.

The council also heard reports on the Utah Summer Games and the American Legion Boys and Girls State program, and held a closed session for litigation and contract negotiations.

Coming up

The City Council will hold an action meeting on Aug. 26 at 10 North Main Street. The agenda includes:

• Approving bids for work trucks and a hydro excavation trailer.
• Considering a resolution to increase water meter fees.
• Approving a bid for a Wastewater Treatment Plant Expansion Study.
• Discussing disposal of city property to UDOT for the South Interchange Project.

Cedar City Council passed development agreement and parking restriction; other boards set budgets and contracts

Council ordinances adopted July 8

The Cedar City Council passed two ordinances on July 8, 2026, according to a notice published July 28. Ordinance No. 0708-26 approved a Development/Deferral Agreement with the Bentley C. Hugie Living Trust for property at 2411 W 580 N, known as Horse Alley. Ordinance No. 0708-26-1 amended section 35-10 to prohibit parking near the intersection of 600 South and 1100 West.

Minutes for the July 28 meeting have not yet been published, so further details on council discussion are not available.

City Council agenda: contracts, equipment, and appointments

The City Council met July 22 on an agenda that included several financial items. The action agenda featured a proposed contract renewal with Flock Safety for $157,500.01 per year. The consent agenda included a proposed purchase of a Toro Reelmaster Fairway Mower for $100,277 and a lease agreement with Highland Golf at $5,198.27 per month.

The council was also scheduled to vote on a resolution to fill a vacancy on the Trails at Shurtz Canyon PID board and a resolution setting Heritage Center fees and contracts. Presentations on economic development and the 2025 water report were also listed.

Transportation board reviews 2027 budget

The Cedar Area Transportation Advisory Board met July 21 to discuss the proposed 2027 budget, which the agenda indicates was proposed and approved. The board also reviewed bus infrastructure items including bus shelters and benches, bus wraps, and the Walmart bus stop. A transit study update regarding route locations was also scheduled.

Aug. 5 — City Council: Public hearings are scheduled on a zone change from Residential Dwelling – Two Unit (R-2-2) to Central Commercial (CC) near 1133 South Main Street, plus General Plan changes near 800 N Iron Springs Road. The General Plan proposals would shift areas from Rural Estates to Business and Light Manufacturing, and from Central Commercial and High Density Residential to Industrial/Heavy Manufacturing. Additional General Plan changes cover Iron Springs Road from 800 N to 5500 West.
