Clearfield City Council agenda includes property tax increase, budget; upcoming meetings set
The Clearfield City Council's Aug. 11 agenda included a proposed 6.59% property tax increase, the Fiscal Year 2027 budget, and a zoning text amendment. Minutes from that meeting have not yet been published, so no decisions are confirmed. The council also held a work retreat Aug. 14, and the Parks and Recreation Commission met Aug. 19. Upcoming meetings include a council work session Aug. 25 and Planning Commission public hearings Sept. 2.
Property tax and budget
The council held public hearings and considered a resolution (2026R-20) setting the 2026 property tax rate at 0.001253, which is above the certified rate and represents a 6.59% increase generating $233,106. The council also considered Ordinance 2026-11 adopting the FY 2027 final budget.
Public hearings were held on inter-fund transfers totaling approximately $1.33 million for FY 2027. The transfers include $170,000 from the Water Fund to the General Fund for uncompensated water used by city operations, plus $1,158,322 from enterprise funds to reimburse the General Fund for services. Specific amounts listed were $140,035 from Utility Admin, $359,186 from Water, $382,075 from Sewer, $231,168 from Storm Water, and $45,858 from Solid Waste.
Zoning text amendment
The council held a public hearing on ZTA 2026-0704, a zoning text amendment that would remove multi-family residential as a permitted building type on secondary streets in the Urban Core Commerce (UC) zone of the Downtown Form Based Code. The amendment retains office and mixed-use building types on those streets. The council also considered Ordinance 2026-12 to amend the Downtown Form Based Code accordingly. The change is intended to preserve commercial and mixed-use redevelopment flexibility pending a broader Downtown planning effort. The Planning Commission held a hearing on the matter Aug. 5.
Other recent meetings
On Aug. 14, the council held a work retreat at Crush Golf + Grill, 1375 South 1750 East, focused on teambuilding, future planning, and priority-based budgeting. No formal decisions were listed on the agenda.
The Parks and Recreation Commission met Aug. 19 to review Yard of the Week/Year results and contest changes, discuss the Halloween Decorating Contest, plan the Hawl-o-ween community event, and introduce the Park Watch program with member re-assignments.
Coming up
The City Council's regular policy meeting scheduled for Aug. 25 at 7:00 p.m. has been cancelled. The next regular meeting is set for Sept. 8.
On Aug. 25 at 6:00 p.m., the council will hold a work meeting at 55 South State Street. The agenda includes a presentation from Wasatch Advocates of Liveable Communities, discussion of a franchise agreement with Forged Fiber 37, and an update on the award for the Civic and Town Center Implementation Plan. No votes or decisions are listed.
The Planning Commission will hold public hearings Sept. 2 at 6:30 p.m. in the Council Chambers at 55 South State Street on three items: a rezone of approximately 2.6 acres from M-1 (Manufacturing) to C-2 (Commercial) and approximately 5 acres to R-3 (Residential) at 1000 East Antelope Drive (TIN: 12-074-0033, parcel area 7.624 acres), requested by Taylor Alvarez with Cole West; a city-initiated zoning text amendment (ZTA 2026-0804) for residential design and parking to comply with state law; and a city-initiated amendment (ZTA 2026-0805) to remove trailer sales as a permitted use in the T-C Zone and establish them as a conditional use in the M-1 Zone.
