Logan Council adopts wetlands ordinance; budget, tax increase still pending

The Logan Municipal Council has adopted Ordinance 26-14, amending the city's development standards for wetlands. Council adopts wetlands ordinance

Budget and tax increase hearings held, no decision yet

On Aug. 11, the council held a Truth in Taxation public hearing on Resolution 26-19, which would set a final tax rate exceeding the certified rate by 0.001085, and Resolution 26-20, adopting a final budget of $222,136,462 for fiscal year 2026-2027. No vote was taken; minutes have not been published.

At its Aug. 18 regular meeting, the council held public hearings on several items, including revised Logan Light and Power electrical rate schedules (Resolution 26-27), library fees (Resolution 26-02), and a rezoning for the Maple View Subdivision, a Planned Development Overlay on about 10 acres at 350 South 1400 West. The council also held a workshop on budget adjustments (Resolution 26-28), including $26,497 for utility billing software SAAS fees, $172,366 for RAPZ Tax allocation, $126,624 for afterschool programs, and $450,000 for the Kunzler Trail Improvement Project. No decisions were recorded.

Planning Commission considers rezone, bank design

On Aug. 13, the Planning Commission held a public hearing on two items: a zone change for a 0.17-acre parcel at 715 South 80 East from Traditional Neighborhood Residential (NR-6) to Community Commercial (CC), and a design review permit for a new 3,422-square-foot Chase Bank at 1305 North Main Street. The commission also approved minutes from its July 23 meeting. No decisions were recorded.

Library Board reviews reports

The Library Board met Aug. 17 and reviewed budget-to-actual reports, fiscal year statistics, a year-in-review, and a draft 2027 holiday calendar. No votes were listed.

Council Adopts Two Rezoning Ordinances

On July 21, 2026, the Municipal Council approved two rezoning requests, with the ordinances taking effect immediately upon publication. The council reviewed the adopted ordinances at its July 22 meeting.

• **ORD. 26-10** rezones a 0.31-acre property at 595 West 200 North from NR-6 to MR-12, allowing three residential units.
• **ORD. 26-11** rezones a 1.76-acre property at 185 East Cache Valley Boulevard from Commercial (COM) to Mixed Use (MU) for mixed-use development.

Steward Land Company and the Adams Family Trust proposed a Planned Development Overlay to build 51 residential lots on approximately 10 acres at 350 South 1400 West, in the Woodruff Neighborhood. A public hearing is scheduled for August 11, 2026, at 6:00 PM at City Hall Council Chambers.
